1．中化建國(guó)際招標(biāo)有限責(zé)任公司（以下簡(jiǎn)稱“招標(biāo)機(jī)構(gòu)”）受海洋石油工程股份有限公司委托，現(xiàn)邀請(qǐng)合格投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
1. For goods offeredfrom within PRC customsterritory: goods arrived at Tangshan LNG Terminal Phase 1 ProjectSite within 300 days after contract signed.
2．業(yè)績(jī)和資格要求：
2. References and Qualification requirement:
1）資質(zhì)要求：
1) Qualification requirement:
A. 投標(biāo)人必須是具有獨(dú)立法人資格的低溫球閥（6"-12"）制造商或代理商。
獨(dú)立法人資格要求：關(guān)境內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或三證合一的營(yíng)業(yè)執(zhí)照等。關(guān)境外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明,以證明投標(biāo)人具有獨(dú)立法人資格。
Bidder shall be manufacturer or authorized agent designated by manufacturerwith the qualification of independent legal entity of Cryogenic Ball Valve（6"-12"）.
Bidder from within the PRC Customs Territory shall provide valid business license, Organization Code Certificate and tax registrationcertificate. Bidder from outside the PRC CustomsTerritory shall provide valid independent legal entitycertificate.
B. 代理商要求：如果投標(biāo)人所投的貨物（低溫球閥）不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書。如果產(chǎn)品是國(guó)內(nèi)制造商生產(chǎn)，則不接受代理商，僅接受制造商投標(biāo)。
If the goods is not manufactured by bidder, the bidder shall obtainthe only legal officialauthority of the manufacturer that the bidder could provide the goods for the bid in China. If the manufacturer is domestic, agent is not accepted and only the manufacturer as the bidder is accepted.
C. 投標(biāo)人應(yīng)提供閥門制造商以下三類有效認(rèn)證證書復(fù)印件，若三類認(rèn)證證書包含產(chǎn)品的類型、口徑、溫度和壓力等級(jí)其中的一種或幾種參數(shù)，則其證書中的相應(yīng)參數(shù)須覆蓋本次招標(biāo)的產(chǎn)品對(duì)應(yīng)最高參數(shù)要求。所有證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致：
The bidder shall provide copies of the three type certifications ofthe manufacturer when bidding, if the three type certifications include one or several parameter of valve type, size, temperature and pressure, the corresponding parameter shall cover the corresponding valve’s highest parameter inthe bidding documents. The name of manufacture on the certificateshall be the same with the manufacture of References and the manufacture ofthe bidding Goods:
（1）特種設(shè)備證書：國(guó)內(nèi)閥門廠商提供壓力管道元件制造許可（TS認(rèn)證）。
Special Equipment Certificate: Domestic manufacture shall provide pressure piping compnent Manufacuture License of Special Equipment released by the national authority agency of China (TS certificate).
國(guó)外閥門廠商應(yīng)提供壓力管道元件型式試驗(yàn)報(bào)告或證書（-196℃），如無，需書面承諾于供貨前提供。
Foreign manufacture shall provide the pressure piping component Type Test (-196℃) Report or Certification released by the national authority agency of China. When these are not available, there shall be written commitment which providing it before supply.
（2）防火認(rèn)證證書：制造商應(yīng)具有API607或API6FA或ISO10497防火證書；
Fire safe certification：The valve manufacturer shall have the API 607 or API 6FA or ISO 10497 fire safe certificate.
（3）低泄漏認(rèn)證證書：閥門必須具備可靠的外密封性能，應(yīng)至少達(dá)到TA-LUFT或ISO 15848-1的要求，并提供相關(guān)測(cè)試的TA-LUFT證書或ISO 15848 PART 1的認(rèn)證。
Leakage certification：Valves shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUFT certification orISO 15848 PART 1 certification of the relevant tests.
D. 閥門制造商應(yīng)具有API 6D證書，且證書應(yīng)在有效期內(nèi)，投標(biāo)時(shí)提供有效證書復(fù)印件。
D. The bidder shall shall provide API 6D Certificate of the manufacturer, which shall be valid. Copy of valid certificate should be provided when bidding.
E. 針對(duì)數(shù)據(jù)表中有SIL等級(jí)要求的氣動(dòng)關(guān)斷球閥，閥門、執(zhí)行機(jī)構(gòu)、電磁閥應(yīng)取得不低于SIL2的認(rèn)證證書，投標(biāo)人在投標(biāo)時(shí)需提供上述證書，SIL認(rèn)證應(yīng)為SIL Certification證書，不接受Functionality Safety Verification證書，證書需在有效期內(nèi)。
E. SIL Certificate: For the pneumatic shutdown ball valve with SIL level requirements in the data table, the valve, actuator and solenoid valve should obtain the Certification certificate not lower than SIL2. The bidder shall provide the above certificate when bidding, and the SIL Certification shall be the SIL Certification certificate, and the SIL Certification shall not accept the Functionality Safety Verification certificate, and the certificate shall be within the validity period.
F. 電氣設(shè)備產(chǎn)品認(rèn)證：防爆電氣產(chǎn)品滿足國(guó)家市場(chǎng)監(jiān)督管理總局公告〔2019 年第 34 號(hào)〕《市場(chǎng)監(jiān)管總局關(guān)于防爆電氣等產(chǎn)品由生產(chǎn)許可轉(zhuǎn)為強(qiáng)制性產(chǎn)品認(rèn)證管理實(shí)施要求的公告》的要求，須在投標(biāo)階段提供 CCC 認(rèn)證證書。
Electrical product certification: The explosion-proof electrical products meet the requirements of the announcement of the State Administration of market supervision [No. 34 in 2019] 《notice of the State Administration for Market Regulation about explosion-proof electrical products change from production license to compulsory product certification》. And China Compulsory Certification shall be supplied during the bidding phase.
G. 低溫測(cè)試設(shè)施：閥門制造商應(yīng)自主擁有低溫測(cè)試設(shè)施，要求投標(biāo)人提供相關(guān)證明材料（例如設(shè)施的實(shí)物照片或其他證明材料），并在投標(biāo)階段提供以往LNG接收站項(xiàng)目中低溫球閥的測(cè)試報(bào)告。
The valve manufacutrer should have its own low temprerature testing facilities, and the bidder shall provide related certification (such as physical photos of the facilities or other certification materials). During the bidding phase, supplier shall provide the low temperature testing report of the Cryogenic Ball Valve in previous similar LNG terminal project.
2）業(yè)績(jī)要求：
Requirementsof performance:
(1) 自2010年1月1日起至投標(biāo)截止之日止（合同簽署時(shí)間），所投產(chǎn)品制造商在中國(guó)境內(nèi)至少有3個(gè)LNG接收站項(xiàng)目（規(guī)模不小于200萬噸/年）的頂裝式唇式密封深冷球閥運(yùn)行業(yè)績(jī)，上述業(yè)績(jī)中至少有一項(xiàng)合同包含至少2臺(tái)尺寸≥12"且磅級(jí)≥1500LB的深冷球閥，且上述業(yè)績(jī)中≥8"的深冷球閥累計(jì)不低于10臺(tái)。
(1) Since January 1, 2010 to the deadline of the bid (according to the date of contract signature), the manufacturer shall have performance of the top mount Lip sealed cryogenic ball valves in at least three LNG receiving terminals (no less than 2 million tons/year) in china, among them there is at least one contract of which has no less than two sets 12" and above and 1500 lb and above LNG cryogenic ball valve. And among them the manufatureer’s accumulative supply quantity of 8" and above LNG receiving terminals cryogenic ball valves shall not be less than 10 sets.
(2) 投標(biāo)人須提交有效的業(yè)績(jī)表和相關(guān)證明文件（“1.合同復(fù)印件相關(guān)章節(jié)（含相關(guān)技術(shù)文件）”和“2.用戶使用證明或用戶調(diào)試報(bào)告”。如前述1和2無法體現(xiàn)接收站名稱和規(guī)模，須提供其它證明接收站名稱和規(guī)模的公開發(fā)行文件”）。業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱及類型（頂裝式唇式密封深冷球閥）、裝置名稱及規(guī)模（LNG接收站，不小于200萬噸/年）、供貨數(shù)量、閥門尺寸、磅級(jí)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證前述業(yè)績(jī)信息，均視為無效業(yè)績(jī)。
The bidder shall submit valid performance tables and related documents (" 1.Copies of contract related sections (including the related technical files)"and" 2. User_EpSingleQuotes_s usage certificate or user_EpSingleQuotes_s commissioning report ".If 1 and 2 above do not reflect the name and size of the receiving station, other public offering documents proving the name and size of the receiving station must be provided ").The performance certification documents must at least reflect the following contents: contract signing date, name and type of goods (top mount lip seal cryo-cooled ball valve), name and scale of the device (LNG receiving station, no less than 2 million tons/year), quantity of supply, valve size, pound class.Failure to submit the performance certification documents, or the performance certification documents provided cannot verify the aforementioned performance information, shall be deemed as invalid performance.
(3) 投標(biāo)人所報(bào)的本次招標(biāo)低溫球閥的原產(chǎn)地和制造商應(yīng)與所提供業(yè)績(jī)中的低溫球閥原產(chǎn)地以及制造商一致，且所投本次招標(biāo)低溫球閥應(yīng)在其原產(chǎn)地工廠進(jìn)行生產(chǎn)和檢驗(yàn)，不得委托加工。
投標(biāo)人提交能體現(xiàn)原產(chǎn)地和制造商的業(yè)績(jī)證明文件，包括1.合同復(fù)印件或2.報(bào)關(guān)單或3.原產(chǎn)地證明或4. BV、DNV、勞氏等國(guó)際知名第三方檢驗(yàn)機(jī)構(gòu)出具的報(bào)告，例如出廠檢驗(yàn)報(bào)告、制造過程檢驗(yàn)報(bào)告等。
The original place and manufacturer of cryogenic ball valves of the bidder’s quotation shall be in accordance with the original place and manufacturer of the cryogenic ball valves of the offered performance, and must be processed and inspected in the original place, OEM is forbidden.
To prove country of origin and manufacturer, Bidder shall provide the reference evidence, including 1.contract copies or 2. customs declaration or 3.place of origin certificate or 4. certified by a third authority such as Lloyd_EpSingleQuotes_s, BV or DNV or other internationally renowned authority, the certification include factory inspection report, manufacturing process inspection report, etc.
3）質(zhì)量要求：提供制造商ISO9001質(zhì)量管理體系認(rèn)證證書，且證書在有效期內(nèi)。代理商投標(biāo)時(shí)應(yīng)提供所代理的產(chǎn)品制造商的ISO證書。認(rèn)證范圍應(yīng)至少包括低溫球閥的生產(chǎn)或制造范圍。境內(nèi)制造商的質(zhì)量管理體系認(rèn)證應(yīng)在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站（http//www.cnca.gov.cn/）核實(shí)，無法核實(shí)的視為無效證書。
Manufacturershall have the ISO9001 quality management system certification and thecertificate is valid. The agent shall have the ISO certificate of the productmanufacturer. The scope of certification shall at least include producing or manufacturing for cryogenic ball valve. The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration (http://www.cnca.gov.cn/). It will be rejected if the certification cannot be verified on the website.
業(yè)主保留按ITP要求直接派遣第三方檢驗(yàn)人員對(duì)任一重要質(zhì)量控制點(diǎn)（如閥門主要胚件生產(chǎn)廠、閥門主要部件加工廠、閥門部件組裝廠、閥門測(cè)試廠等）進(jìn)行見證性檢驗(yàn)的權(quán)利。
The purchaser reserves the right to send third-party inspector to witness inspection of any important quality control point(such as valve main roughcast manufacture plant,valve main parts manufacture plant, valve main parts assembly plant, valvetesting plant and so on) according to the ITP.
4) 從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：投標(biāo)截止時(shí)間前已進(jìn)口的貨物：不接受；投標(biāo)人擬自行進(jìn)口后銷售給招標(biāo)人的貨物：不接受。
For goods offered from outside PRC customs territory:For goods already imported prior to the deadline for submission of bids（not allowed）；Goods that the bidder intends to import by itself and then sell it to the Tenderee after import （not allowed）.
3．有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：
從 2021年2月9日開始至2021年2月23日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán)有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https:// buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（http://www.chinabidding.com/）注冊(cè)成功并通過平臺(tái)審核。
3. The interested Bidders may obtain the bidding document byfollowing method: Please login at CNOOC Procurement Operation System（https:// buy.cnooc.com.cn） on the page ofInvitation for bid for purchasingBidding document from Feb. 9th, 2021 to Feb. 23rd 2021. For the firsttime of login, a registration (free of charge) is needed and only aftersuccessful registration, Bidder can purchase Bidding documents online. The wholepurchasing process must be operated onlineand offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 300.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails topurchase Bidding documents online is not eligible to bid. In addition, thebidder need to succeed in the bidding electronic trading platform for mechanical and electrical products (http://www.chinabidding.com/) registered and through the platform review.
