1．中化建國際招標有限責(zé)任公司（以下簡稱“招標機構(gòu)”）受中海洋石油工程股份有限公司（以下簡稱“招標人”）委托，現(xiàn)邀請合格投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for and on behalf of China Offshore Oil Engineering Co., Ltd (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment and service：
貨物名稱：16寸水下球閥（設(shè)計壽命：20年；適用水深：87米；適用環(huán)境溫度：17~31.4℃；最大工作壓力：11.5MPa；操作接口形式：16〞，ROV操作的齒輪箱，ISO13628-8；性能要求：覆蓋本項目閥門的API 6A PR2報告和證書）。
Name of Goods: 16” Subsea Valve（Design Life: 20 Years； Water Depth: 87m；Ambient temperature: 17~31.4℃；Working pressure: 11.5Mpa；Operation: 16〞, ROV actuated gearbox, ISO13628-8；Performance Requirements: API 6A PR2 report and certificate covering the valve of this project）

關(guān)境外提供的貨物，合同簽訂后34周內(nèi)交貨。
Goods provided outside the customs shall be delivered within 34 weeks after the signing of the contract.
關(guān)境內(nèi)提供的貨物，合同簽訂后38周內(nèi)到達天津市濱海新區(qū)臨港經(jīng)濟區(qū)渤海二十六路1661號特種設(shè)備分公司 臨港庫房。
For goods offered from within PRC customs territory: the goods shall be arrived at 1661, 26 Bohai Road, Lingang Economic Zone, Binhai New Area, Tianjin Special Equipment Company Lingang warehouse wihtin 34 weeks after contract signed.
2．業(yè)績和資格要求：
References and Qualification requirement:
1）資質(zhì)要求：
Qualification requirement:
A. 投標人必須是具有獨立法人資格的水下球閥（16"）制造商或代理商。
獨立法人資格要求：關(guān)境內(nèi)投標人應(yīng)提供有效的營業(yè)執(zhí)照、組織機構(gòu)代碼證、稅務(wù)登記證或三證合一營業(yè)執(zhí)照等。關(guān)境外投標人應(yīng)提供有效的獨立法人證明，以證明投標人具有獨立法人資格。
Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Subsea Ball Valve（16"）.
Bidder from within the PRCCustoms Territory shall provide valid business license, Organization CodeCertificate and tax registration certificate or integrated business license combined above three certificates. Bidder from outside the PRC CustomsTerritory shall provide valid independent legal entity certificate.
B. 代理商要求：如果投標人所投的貨物不是投標人自己制造的，投標人應(yīng)得到貨物制造商的同意以及證明其在本次投標中唯一提供該貨物的正式授權(quán)書。
If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China.
2）業(yè)績要求：
Requirementsof performance:
（1） 投標人應(yīng)提供所投產(chǎn)品制造商在2011年1月1日至投標截止日期間水下項目的銷售業(yè)績，業(yè)績中應(yīng)至少包括1臺同時滿足以下3項要求的閥門：1）16寸及以上水下球閥，2）壓力等級不少于1500LB，3）應(yīng)用水深（海底環(huán)境）不少于90m。
The Bidder should provide the concerned products manufacturer in January 1, 2011 solstice during the bidding deadline, underwater project sales performance should include at least 1 in valve at the same time, meet the requirements of the following three: 1) more than 16 inches and underwater ball valve, 2) the pressure rating of not less than 1500 lb, 3) application of water depth (the bottom of the ocean environment) not less than 90 m.
（2）業(yè)績證明文件包括但不限于：相應(yīng)合同復(fù)印件，投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、簽約時間、使用環(huán)境（海底環(huán)境）、技術(shù)要求（包括：尺寸、磅級、水深)。如業(yè)績證明文件（銷售合同復(fù)印件（含相關(guān)技術(shù)附件））中未能完全體現(xiàn)上述要求的信息的，則投標人可提供用戶簽章的用戶證明文件進行補充證明。用戶證明文件仍無法體現(xiàn)上述信息的，將視為無效業(yè)績。
The performance certification documents shall include but not limited to: the performance list and the copy of the corresponding contract. The performance certification documents submitted by the bidder shall at least reflect the following contents: the name of the goods, the use environment, and the technical requirements (including: size、pound class、water depth).Such as performance certificate (the copy of the sales contract (including the technical annex)) failed to fully reflect the requirements of the goods name, use environment, technical requirements (include: size、class 、depth), the bidder shall provide valid documents or certificates (including but not limited to the corresponding performance contract bidding documents, bidding documents, user documentation, etc.)
提供虛假投標資料的（包括但不限于業(yè)績、資質(zhì)、財務(wù)等方面），經(jīng)評標委員會核實認定涉嫌造假的，取消本次投標資格，扣罰投標保證金，海油工程庫內(nèi)供應(yīng)商凍結(jié) 6 個月，海油工程庫外供應(yīng)商兩年內(nèi)不允許進入海油工程合格供應(yīng)商庫且不得在海油工程相關(guān)公開招標項目中選用。
If the bidder provides false bidding materials (including but not limited to performance, qualification, finance and other aspects), and the bid evaluation committee verifies that the bidder is suspected of fraud, the bid qualification shall be cancelled, the bid security shall be deducted, the suppliers in the COOEC Vender Listshall be frozen for 6 months, and the suppliers outside the COOEC Vender List shall not be accepted into the COOEC Vender List and not be selected in any COOEC’s public bidding project within two years.
3）質(zhì)量要求：制造商應(yīng)提供ISO9001質(zhì)量管理體系認證證書，且證書在有效期內(nèi)。代理商投標時應(yīng)提供所代理的產(chǎn)品制造商的在有效期內(nèi)ISO證書。認證范圍應(yīng)至少包含生產(chǎn)或制造范圍。境內(nèi)制造商的質(zhì)量管理體系認證應(yīng)在中國國家認證認可監(jiān)督管理委員會網(wǎng)站（http//www.cnca.gov.cn/）核實，無法核實的視為無效證書。
Manufacturershall have the ISO9001 quality management system certification and the certificate is valid. The agent shall have the ISO certificate of the productmanufacturer. The scope of certification shall at least include producing or manufacturing. The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration (http://www.cnca.gov.cn/). It will be rejected if the certification cannot be verified on the website.
（4）資質(zhì)證書：投標方須具有API 6DSS證書，并在投標文件中提供
Qualification certificates：The tenderer shall have effective API 6DSS certificate, and the certificates shall be provided in the tenderer bidding document.
（5）資質(zhì)證書及性能要求：投標人須在投標時提供覆蓋本項目閥門（覆蓋內(nèi)容包括閥門尺寸、壓力等級、溫度等級、性能等級等信息）的API 6A PR2報告和證書
Qualification certificates And Performance Requirements：The tenderer shall have API 6A PR2 report and certificate covering the valves（Coverage includes valve size, pressure grade, temperature grade, performance grade and other information） of this project，The API 6A PR2 report and certificate shall be provided in the tenderer bidding document.
（6）其它事宜：
投標截止時間前已進口的貨物（不接受）The Bidder shall provide the detailed manpower arrangement for on-site commissioning, For goods already imported prior to the deadline for submission of bids（not allowed）
投標人擬自行進口后銷售后招標人的貨物（不接受）Goods that the bidder intends to import by itself and then sell it to the Tenderee after import （not allowed）
業(yè)主保留按ITP要求直接從中國派遣第三方檢驗人員對任一重要質(zhì)量控制點（如閥門主要胚件生產(chǎn)廠、閥門主要部件加工廠、閥門部件組裝廠、閥門測試廠等）進行見證性檢驗的權(quán)利。
The purchaser reserves the right to send third-party inspector from China to witness inspection of any important quality control point(such as valve main roughcast manufacture plant,valve main parts manufacture plant, valve main parts assembly plant, valvetesting plant and so on) according to the ITP.
3．有興趣的合格投標人可通過以下方式獲取招標文件：
從 2021年6月7日開始至2021年 6月15 日止，請登錄中國海洋石油集團有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。另外，投標人還需要在中國國際招標網(wǎng)（http://www.chinabidding.com/）注冊成功并通過平臺審核。
The interested Bidders may obtain the bidding document by following method: Pleaselogin at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page ofI nvitation for bid for purchasing Bidding document from .June 7th, 2021 to June 15th, 2021. For the first time of login, a registration (free of charge) isneeded and only after successful registration, Bidder can purchase Biddingdocuments online. The whole purchasing process must be operated onlineand offline payment will not beaccepted. After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible tobid. In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.
4．投標文件遞交截止時間和地點：所有投標文件都應(yīng)附有按規(guī)定提交的投標保證金并于2021年6月29日9:30時（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4層會議室，在此時間后收到的投標文件恕不接受。
Bids must be delivered to Meeting Room of CNOOC Tower, No. 6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission of bids before 9:30 a.m. (Beijing time) on June 29th, 2021. Any bidbeyond the required time and date shall besubject for rejection.
5．開標時間：定于2021年6月29日9:30時（北京時間）開標。屆時請參加投標的代表出席開標儀式。
Bid-opening place time:Bids will be opened in the presence of bidders representatives who choose to attend at 9:30a.m.(Beijing time)on June 29,2021.
6．開標地點：北京市東城區(qū)東直門外小街6號海油大廈4層會議室。
