1.中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油惠州石化有限公司（以下稱為“招標(biāo)人”）委托，就中海油惠州石化有限公司2200萬噸/年煉油產(chǎn)品結(jié)構(gòu)優(yōu)化及質(zhì)量升級項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

For goods outside the PRC customs territory: within 25 weeks after signing the contract (departure date on the Bill of Lading)

2.對投標(biāo)人的資格、業(yè)績和主要技術(shù)規(guī)格：
Requirements for Qualification and performance and Technology of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
a.投標(biāo)人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書。
The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.
b.如果投標(biāo)人為境內(nèi)注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨(dú)立法人資格）、一般納稅人證明/稅務(wù)登記證、組織機(jī)構(gòu)代碼證復(fù)印件，并加蓋公章（以上所有證明文件在年審有效期內(nèi)）；
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period)
c.如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
If the bidder is an overseas registered company, it shall provide valid company registration certificate;
d.財(cái)務(wù)要求：境內(nèi)投標(biāo)人須提供與其名稱一致的2017-2019年度經(jīng)審計(jì)的財(cái)務(wù)報(bào)表（其中包括審計(jì)報(bào)告、資產(chǎn)負(fù)債表、利潤表及現(xiàn)金流量表）；境外投標(biāo)人如沒有經(jīng)審計(jì)的財(cái)務(wù)報(bào)表，須提供與其名稱一致的、本公司蓋章或簽字認(rèn)可的2017-2019年度財(cái)務(wù)報(bào)表（其中包括資產(chǎn)負(fù)債表、利潤表及現(xiàn)金流量表）：
Financial requirements： The domestic bidders shall provide the audited financial statements (including the audit report, balance sheet, profit statement and cash flow statement) of the year 2017-2019, which are consistent with their name.
For foreign bidders, if no audited financial statements, the bidder shall provide annual financial statements of 2017-2019 (including balance sheet, income statement and cash flow statement), which are consistent with their name,with company’s seal or signature.
（2）業(yè)績要求：
Requirement for Bidder_EpSingleQuotes_s performance:
投標(biāo)貨物的制造商或代理商應(yīng)具有至少1項(xiàng)重整和至少1項(xiàng)芳烴鎧裝多點(diǎn)柔性熱電偶的銷售合同業(yè)績，或類似裝置工況反應(yīng)器鎧裝多點(diǎn)柔性熱電偶銷售合同業(yè)績。合同簽署日期為2009年1月1日至2019年12月31日。
投標(biāo)人必須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：無價(jià)銷售合同復(fù)印件以及其他證明材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署日期、買賣雙方簽名或蓋章、裝置名稱和設(shè)備名稱。 未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證合同簽署日期、裝置名稱及設(shè)備名稱等均視為無效業(yè)績。
The manufacturer or agent of bid goods shall have at least 1 contract of Multi-Point Thermocouple sales performance used in Reforming plant and at least 1 contract of Multi-Point Thermocouple sales performance used PX plant. There may be sales contract performance of armored multi-point flexible thermocouple for reactor under similar device conditions.The contract shall be signed between June 1, 2009 and December 31, 2019.
Bidder shall furnish performance List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: Contract Signature Date, Plant Name and Equipment Name .If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract Signature Date, Plant Name, Equipment Name and Equipment Name , the relevant reference will be deemed unvalid.
(3)主要技術(shù)規(guī)格
Main technical specifications:
鎧裝多點(diǎn)柔性熱電偶必須有ISO9001質(zhì)量體系認(rèn)證，多點(diǎn)熱電偶必須提供產(chǎn)品整體的由第三方機(jī)構(gòu)出具的不低于SIL2證書，不接受自我申明證書。
The manufacturer’s armored multi-point flexible thermocouple must have ISO9001 quality system certification, Thermocouples must provide a No less than SIL2 certificate issued by a third-party organization for the entire product. Self-declaration certificates are not accepted.
3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2021年2月9日開始至2021年2月22日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from February 9, 2021 to February 22, 2021. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：2021年3月3日9：00時(shí)，必聯(lián)網(wǎng)（http://www.ebnew.com）或機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺（http://www.chinabidding.com）。
Bids must be delivered to http://www.ebnew.com or http://www.chinabidding.com for submission of bids before 9:00 a.m. (Beijing time) on March 3, 2021. Any bid beyond the required time and date shall be subject for rejection.
5．開標(biāo)時(shí)間：定于2021年3月3日9:00時(shí)（北京時(shí)間）開標(biāo)。
