中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國）有限公司（以下稱為“招標(biāo)人”）委托，就渤中19-6氣田II期開發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of BZ19-6 ConDENSATE GAS FIELD PHASE Ⅱ DEVELOPMENT by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

渤中19-6氣田Ⅱ期開發(fā)項(xiàng)目新建3座無人井口平臺(tái)（BZ19-6 WHPE、BZ19-6 WHPF、BZ19-6 WHPG），并對(duì)中心處理平臺(tái)BZ19-6 CEPA和濱州終端進(jìn)行適應(yīng)性改造。
Project Summary：
Three unmanned wellhead platforms (BZ19-6 WHPE, BZ19-6 WHPF, and BZ19-6 WHPG) will be built for the Phase II development project of Bozhong 19-6 Gas Field, and the central processing platform BZ19-6 CEPA and Binzhou terminal will be adapted.

Main Specifications:
Displacement：The flow of a single unit is 350000m3 / day, the inlet pressure is 115KPA, and the outlet pressure is 3mpaa, including interstage cooler.

3. 對(duì)投標(biāo)人的資格和業(yè)績要求：

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．（不接受代理）
投標(biāo)人應(yīng)為二氧化碳?jí)嚎s機(jī)的制造商或其授權(quán)的成橇商。本次招標(biāo)不接受代理商投標(biāo)。
1）投標(biāo)人以自己制造的壓縮機(jī)參與投標(biāo)的，不能再將此壓縮機(jī)同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
2）投標(biāo)人作為成撬商投標(biāo)的，應(yīng)得到壓縮機(jī)制造商的同意以及證明其在本次投標(biāo)中唯一正式授權(quán)書。
3）投標(biāo)人將被授權(quán)的壓縮機(jī)再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。
B. The Tenderer shall be the manufacturer of carbon dioxide compressor or its authorized skid manufacturer. Agent bidding is not accepted in this bidding.
1)If the bidder participates in the bidding with its own compressor, it cannot authorize the compressor to other bidders at the same time, and all relevant bids will be rejected.
2)If the bidder submits a bid as a skid supplier, it shall obtain the consent of the compressor manufacturer and the only formal authorization to prove that it is in this bid.
3)The bidder will authorize the authorized compressor to other bidders to participate in the bidding at the same time, and all relevant bids will be rejected.

1) 二氧化碳?jí)嚎s機(jī)橇應(yīng)滿足《海上固定平臺(tái)安全規(guī)則》的要求。投標(biāo)人應(yīng)委托海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級(jí)社（ABS, DNV,CCS，BV）對(duì)二氧化碳?jí)嚎s機(jī)橇進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書。
The carbon dioxide compressor skid shall meet the requirements of safety rules for offshore fixed platforms. The tenderer shall entrust the classification society (ABS, DNV, CCS, BV) recognized by the offshore oil operation safety office (COOOSO) to inspect the whole carbon dioxide compressor unit and obtain the inspection certificate.
2）投標(biāo)人應(yīng)為二氧化碳?jí)嚎s機(jī)的制造商或其授權(quán)的成橇商。投標(biāo)人所投的二氧化碳?jí)嚎s機(jī)應(yīng)為制造廠家的成熟產(chǎn)品，買方不接受新試制產(chǎn)品。二氧化碳?jí)嚎s機(jī)制造商應(yīng)提供至少2臺(tái)套（限2013年1月1日之后簽訂的合同，處理量≥40×104 Sm3/d，出口壓力≥3MPaA）石油石化項(xiàng)目中的二氧化碳離心壓縮機(jī)供貨業(yè)績，并提供相應(yīng)的業(yè)績證明文件（業(yè)績證明文件指：1）合同和2）到貨驗(yàn)收材料或調(diào)試驗(yàn)收?qǐng)?bào)告或使用方出具的有效證明文件）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、處理量≥40×104 Sm3/d、出口壓力≥3MPaA及到貨驗(yàn)收材料。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、處理量≥40×104 Sm3/d、出口壓力≥3MPaA及到貨驗(yàn)收材料的，均視為無效業(yè)績。為核實(shí)投標(biāo)人業(yè)績，在授予合同前招標(biāo)人有權(quán)要求投標(biāo)人進(jìn)一步提供相關(guān)證明資料，包括但不限于發(fā)票、銀行進(jìn)賬單/流水單、進(jìn)出口報(bào)關(guān)單據(jù)等。投標(biāo)人無法提供相關(guān)材料的，將視為無效業(yè)績。
The Tenderer shall be the manufacturer of carbon dioxide compressor skid or its authorized skid manufacturer. The carbon dioxide compressor tendered by the Tenderer shall be the mature product of the manufacturer, and the Buyer will not accept the new trial product. The manufacturer of carbon dioxide compressor shall provide at least 2 sets (limited to the contract signed after January 1, 2013, and the processing capacity≥40×104 Sm3/d, outlet pressure≥3MPaA) supply performance of carbon dioxide centrifugal compressor in petroleum and petrochemical projects, and provide corresponding performance certification documents (performance certification documents refer to: 1) contract and 2) arrival acceptance materials or commissioning acceptance report or valid certification documents issued by the user). The performance certification documents submitted by the Tenderer must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, processing capacity≥40×104 Sm3/d, outlet pressure≥3MPaA and arrival acceptance materials. No performance certification documents are submitted, or the performance certification documents provided cannot reflect the contract signing time, manufacturer name, goods name, project name, processing capacity≥40×104 Sm3/d, outlet pressure≥3MPaA and arrival acceptance materials shall be deemed as invalid performance. In order to verify the performance of the Tenderer, the Tenderee has the right to require the Tenderer to further provide relevant supporting materials before awarding the contract, including but not limited to invoices, bank receipts/flow sheets, import and export customs declaration documents, etc. If the Tenderer fails to provide relevant materials, it will be deemed as invalid performance.
