中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份有限公司（以下稱為“招標(biāo)人”）委托，就珠海LNG二期項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co., Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Zhuhai LNG Terminal Expansion Project Phase II by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：廣東珠海LNG擴(kuò)建項(xiàng)目二期工程EPC項(xiàng)目新建5座（D#-H#）27萬(wàn)方LNG儲(chǔ)罐及配套氣化設(shè)施、公輔設(shè)施等的全部?jī)?nèi)容的設(shè)計(jì)、采購(gòu)（甲采除外）、施工、安裝、調(diào)試、試驗(yàn)、性能測(cè)試、質(zhì)保等為完成交工驗(yàn)收所做的全部工作。
Project Summary：Zhuhai LNG Terminal Expansion Project Phase II in Guangdong Province will bulid 5 （D#-H#）270,000m3 LNG storage tanks and other supporting gasification facilities and public auxiliary facilities, including the design, procurement (excluding OFE equipments), construction, installation, pre-commissioning, testing, performance testing and qulity assurance and so on.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：
Requirements for Qualification and reference of Bidder:
A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標(biāo)人所投產(chǎn)品的制造商須具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書，認(rèn)證范圍應(yīng)至少包括高壓泵的生產(chǎn)或制造范圍。并可在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站(http://www.cnca.gov.cn/)核實(shí)。如果有國(guó)家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。境外供應(yīng)商證書核實(shí)不適用
B. The manufacturer of the Bid Goods should have a valid Quality Management System Certification ISO9001（or GB/T19001）Certification The scope of certification shall at least include producing or manufacturing for high-pressure pumps. And the certificate should be verified by the website of Certification and Accreditaion Administration of the P.R.C (http://www.cnca.gov.cn/). If there are any latest standards, the latest standard shall prevail. The manufacture is outside the custom territory, the certificate verify is not applicable
C．如果投標(biāo)人所投的貨物（高壓泵）不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書。如果產(chǎn)品是在境內(nèi)生產(chǎn)，則不接受代理商，僅接受制造商投標(biāo)。
C．If the goods is not manufactured by bidder, the bidder shall obtainthe only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China. If the manufacturer is domestic, agent is not accepted and only the manufacturer as the bidder is accepted.

Requirements of Qualification of Bidder and Certificate
A. 設(shè)備制造許可證Manufacture license：
產(chǎn)品制造商應(yīng)滿足下面要求：投標(biāo)人投標(biāo)時(shí)應(yīng)提供泵筒罐壓力容器產(chǎn)品證書、中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證（應(yīng)具備壓力容器制造許可，如外委設(shè)計(jì)，需提供外委單位設(shè)計(jì)許可）
The manufacturer of the product shall meet the following requirements: In the bid documents,the pump barrel and tank shall be provided with pressure vessel product certificate and special equipment production license of the people's Republic of China (pressure vessel manufacturing license shall be provided. If the design is outsourced, the design license of the outsourcing unit shall be provided).

（3）業(yè)績(jī)要求Requirement for Bidder's reference:
（1）自2012年1月1日起至投標(biāo)截止之日止(合同簽署時(shí)間)，投標(biāo)人所投產(chǎn)品制造商至少具有1個(gè)中國(guó)境內(nèi)LNG接收站或具有接收站性質(zhì)的調(diào)峰站項(xiàng)目的電機(jī)驅(qū)動(dòng)高壓泵產(chǎn)品(額定流量不小于210m3/h，揚(yáng)程不小于2235m)的到貨驗(yàn)收業(yè)績(jī)。其中，具有接收站性質(zhì)的調(diào)峰站項(xiàng)目，即滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范或滿足NFPA 59A或滿足EN 14620要求，投標(biāo)人需提供滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2條液化天然氣接收站要素或滿足NFPA 59A或滿足EN 14620要求的證明材料。
From January1,2012 to the bid deadline date(Contract signing time),the bidder's invested products manufacturer has at least one LNG receiving station in China or a peak regulating station with the nature of a receiving station,motor driven high pressure pump products(rated flow no less than 210m3/h,lift no less than 2235m)supply performance.Among them,the peaking station project with the nature of a receiving station meets GB51156-2015 LNG receiving station engineering design Code or meets NFPA 59A or EN 14620 requirements,the bidder shall provide the LNG receiving station elements in GB51156-2015 LNG Receiving Station Engineering Design Specification 2.0.2 or supporting materials that meet the requirements of NFPA 59A or EN 14620。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件至少包括：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）。2）到貨驗(yàn)收證明文件（到貨驗(yàn)收證明可以是到貨交接簽收文件或?qū)?yīng)的增值稅發(fā)票復(fù)印件或驗(yàn)收?qǐng)?bào)告或調(diào)試驗(yàn)收證明等可以證明已到貨驗(yàn)收的文件）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、主要技術(shù)參數(shù)頁(yè)及到貨驗(yàn)收證明。3）如業(yè)績(jī)?yōu)榫哂薪邮照拘再|(zhì)的調(diào)峰站項(xiàng)目，證明文件中須體現(xiàn)滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2條液化天然氣接收站要素。如證明文件無(wú)法體現(xiàn)以上要求，投標(biāo)人須按照招標(biāo)文件附件4《承諾函》格式要求，提供加蓋公章版的滿足以上要求的承諾函。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)上述內(nèi)容的，均視為無(wú)效業(yè)績(jī)。投標(biāo)人投標(biāo)業(yè)績(jī)品牌需與投標(biāo)人本次投標(biāo)品牌一致。
Bidders are required to submit performance tables in the prescribed format and submit relevant performance supporting documents. Performance certification documents include, at least: 1) a copy of the sales contract (including relevant technical attachments).2)Arrival acceptance certificate（such as verification report, arrival receipt, invoice or equipment commsissioning report(signed by owner etc.) and others which can prove the pump arrived and acceptable）. The performance documents submitted by bidders must reflect at least the following: contract signing time, manufacturer name, goods name, project name, main technical data page and arrival acceptance certificate. 3) If the performance is a peak shaving station project with the nature of a receiving station, the certification document must reflect that it meets the elements of the LNG receiving station in Article 2.0.2 of the Engineering Design Code for LNG Receiving Station GB51156-2015. If the certification documents do not reflect the above requirements, the bidder shall provide a letter of commitment with official seal that meets the above requirements in accordance with the format requirements of Annex 4 "Letter of Commitment" in the bidding documents.If the performance documentation cannot be submitted or the performance documentation provided cannot reflect the above contents, it will be deemed as invalid performance.
The brand of the performance should be same with the brand of this bid.
(4)從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：
投標(biāo)截止時(shí)間前已進(jìn)口的貨物：不接受；
投標(biāo)人擬自行進(jìn)口后銷售給招標(biāo)人的貨物：不接受。
For goods offered from outside PRC customs territory:
For goods already imported prior to the deadline for submission of bids（not allowed）；
Goods that the bidder intends to import by itself and then sell it to the Tenderee after import（not allowed）.
