中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油石化工程有限公司（以下稱為“招標(biāo)人”）委托，就浙江LNG三期項(xiàng)目接收站工程所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of ZHEJIANG LNG Phase III Project Terminal Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：浙江LNG三期項(xiàng)目位于浙江省寧波市北侖區(qū)郭巨街道穿山北公鵝咀地塊，西側(cè)為已運(yùn)營(yíng)的浙江LNG一期工程和二期工程項(xiàng)目。項(xiàng)目建設(shè)規(guī)模為600萬(wàn)噸/年：其中氣態(tài)外輸450萬(wàn)噸/年，液態(tài)外輸150萬(wàn)噸/年，同步將光明碼頭改造為L(zhǎng)NG專用碼頭。新建6座27萬(wàn)方LNG儲(chǔ)罐，其中LNG管道與浙江LNG一、二期項(xiàng)目預(yù)留管道接口聯(lián)通，同時(shí)配套氣化設(shè)施、公輔設(shè)施等。
Project Summary：Project overview and financial nature: ZHEJIANG LNG Phase III Project Terminal Project is located in the Chuanshan North Gongezui plot of Guoju Street, Beilun District, Ningbo City, Zhejiang Province. To the west are the already operational Zhejiang LNG Phase I and Phase II projects. The construction scale of the project is 6 million tons/year: including 4.5 million tons/year for gas export and 1.5 million tons/year for liquid export, and the Guangming Terminal will be transformed into a dedicated LNG terminal simultaneously. Build 6 new 270000 square meter LNG storage tanks, with LNG pipelines connected to the reserved pipeline interfaces of Zhejiang LNG Phase I and Phase II projects, as well as supporting gasification facilities, public and auxiliary facilities, etc.

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照復(fù)印件；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide photocopies of valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．從中華人民共和國(guó)關(guān)境內(nèi)制造的貨物：投標(biāo)人只能為投標(biāo)設(shè)備的制造商。
For goods manufactured within PRC customs territory: Bidders can only be the manufacturers of the bidding equipment.
從中華人民共和國(guó)關(guān)境外制造的貨物:投標(biāo)人可為投標(biāo)設(shè)備的制造商或授權(quán)代理商。
For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

投標(biāo)人應(yīng)提供投標(biāo)產(chǎn)品制造商以下有效認(rèn)證證書復(fù)印件，證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致。
The bidder shall provide copies of the type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.
投標(biāo)產(chǎn)品國(guó)內(nèi)制造商應(yīng)在投標(biāo)時(shí)提供TS 證書(特種設(shè)備生產(chǎn)許可證)和覆蓋投標(biāo)產(chǎn)品范圍【閥門類型（球閥）、溫度 (-196℃)、口徑及磅級(jí)】的 TSX 證書(特種設(shè)備型式試驗(yàn)證書)。投標(biāo)產(chǎn)品國(guó)外制造商應(yīng)和國(guó)內(nèi)制造商同樣提供上述證明文件，如投標(biāo)人在投標(biāo)時(shí)無(wú)法提供國(guó)外制造商的TS證書，需在投標(biāo)時(shí)提供書面承諾函，承諾內(nèi)容為: 供貨前提供閥門原產(chǎn)地證明和 2024 年 5月 31 前提供 TS 證書 (特種設(shè)備生產(chǎn)許可證)，承諾函格式詳見附件17。
Domestic manufacturers of bidding products should provide a TS certificate (Special Equipment Production License) and a TSX certificate (Special Equipment Type Test Certificate) covering the scope of the bidding product [valve type(ball valve), temperature (-196 ℃), diameter, and scale] when bidding. The foreign manufacturer of the bidding product should provide the same certification documents as the domestic manufacturer. If the bidder is unable to provide the TS certificate of the foreign manufacturer during the bidding process, a written commitment letter must be provided during the bidding process. The commitment content is to provide the certificate of origin of the valve before supply and the TS certificate (special equipment production license) before May 31, 2024. The format of the commitment letter is shown in Annex 17.
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
2010年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商在中國(guó)境內(nèi)應(yīng)具有至少2個(gè)LNG接收站或具有接收站性質(zhì)的（即滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范）調(diào)峰站項(xiàng)目(需提供滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2液化天然氣接收站:對(duì)船運(yùn)液化天然氣進(jìn)行接收、儲(chǔ)存、氣化和外輸?shù)茸鳂I(yè)的場(chǎng)站要素的證明材料,證明材料通過(guò)國(guó)家發(fā)改委、省級(jí)發(fā)改委、政府網(wǎng)站、項(xiàng)目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供）的供貨業(yè)績(jī)（要求2個(gè)項(xiàng)目業(yè)績(jī)，同一項(xiàng)目提供多個(gè)合同視為一個(gè)業(yè)績(jī)），且其中至少一個(gè)業(yè)績(jī)須包含3臺(tái)16寸及以上且磅級(jí)≥CL1500的低溫或超低溫球閥。

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同【或】銷售訂單【框架協(xié)議下的訂單（需提供主框架協(xié)議）】復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、供貨數(shù)量、規(guī)格型號(hào)（口徑及磅級(jí)）、到貨驗(yàn)收材料。如提供的是調(diào)峰站業(yè)績(jī)，投標(biāo)人還需提供調(diào)峰站（滿足GB51156-2015液化天然氣接收站工程設(shè)計(jì)規(guī)范2.0.2液化天然氣接收站：對(duì)船運(yùn)液化天然氣進(jìn)行接收、儲(chǔ)存、氣化和外輸?shù)茸鳂I(yè)的場(chǎng)站）要素的證明材料，證明材料通過(guò)國(guó)家發(fā)改委、省級(jí)發(fā)改委、政府網(wǎng)站、項(xiàng)目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無(wú)效業(yè)績(jī)。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract [or] sales order [under framework agreement (main framework agreement required)] (including relevant technical attachments) and 2) Receiving certificate of arrival of goods. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, supply quantity, specifications and models (caliber and pound class), arrival and acceptance materials. If the performance of the peak loading station is provided, the bidder shall also provide the peak loading station (meet GB51156-2015 LNG receiving station engineering design specification 2.0.2 LNG Receiving Station: The certification materials of the elements of receiving, storing, gasification and exporting liquefied natural gas by ship shall be available through the official websites of the National Development and Reform Commission, the provincial development and Reform Commission, the government website, the project owner's official website and other official websites, and shall be provided in the form of screenshots stamped with the official seal. Failure to submit performance documentation, or the performance documentation provided does not reflect the above information, shall be regarded as invalid performance.

投標(biāo)人應(yīng)提供閥門制造商以下有效認(rèn)證證書復(fù)印件，所有證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致。
The bidder shall provide copies of the type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.
A. 投標(biāo)產(chǎn)品制造商應(yīng)具有國(guó)際或國(guó)內(nèi)認(rèn)證機(jī)構(gòu)頒發(fā)的覆蓋投標(biāo)產(chǎn)品范圍【閥門類型（球閥）、口徑及磅級(jí)】的 API607 或 API6FA 或 ISO10497 或同等標(biāo)準(zhǔn)的防火證書，并附相應(yīng)的測(cè)試報(bào)告。
A. The bidding product manufacturer shall have a fire prevention certificate issued by an international or domestic certification agency covering the scope of the bidding product [valve type (ball valve), caliber and pound class], which is API607 or API6FA or ISO10497 or BS EN 12266 or equivalent standards, and shall attach corresponding test reports.
B. 閥門必須具備可靠的外密封性能，應(yīng)至少達(dá)到 ISO 15848-1 的要求。投標(biāo)產(chǎn)品制造商應(yīng)具有覆蓋本次招標(biāo)產(chǎn)品范圍【閥門類型（球閥）、溫度、口徑及磅級(jí)】的 ISO 15848 PART 1 證書，并附相應(yīng)的測(cè)試報(bào)告。
B. The valves must have a reliable external seal performance and should meet at least the requirements of ISO 15848-1. The manufacturer of the bid product shall have an ISO 15848 PART 1 certificate covering the scope of this tender [valve type (ball valve), temperature, caliber and pound class], and attach the corresponding test report.
4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2023年12月04日開始至2023年12月11日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。

For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB200.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 09:30 am (Beijing Time) on December 26, 2023.
