中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference).
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。
B. The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

（2）資質(zhì)及資格要求及證明文件
Requirements of Qualification of Bidder and Certificate
A. 特種設(shè)備證書：投標(biāo)人須提供制造商的《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》-壓力容器制造A1級(jí)資質(zhì)，且證書在有效期內(nèi)。投標(biāo)時(shí)需提供原件掃描件（原件備查）。
A. Special Equipment License: Bidder shall provide manufacturer's “special equipment production license of the people's Republic of China”- A1 grade qualification for pressure vessel manufacturing, and the certificate shall be within the validity period. The scanned copy of the original shall be provided during bidding (the original copy for reference).
B. ASME U2資格證書：投標(biāo)人須提供制造商的《ASME U2資格證書》，且證書在有效期內(nèi)。投標(biāo)時(shí)需提供原件掃描件（原件備查）。
B. ASME U2 Qualification Certificate: Bidder shall provide manufacturer's “ASME U2 Qualification Certificate” and the certificate shall be within the validity period. The scanned copy of the original shall be provided during bidding (the original copy for reference).
C. 投標(biāo)人須在投標(biāo)文件中注明本次這2臺(tái)EO反應(yīng)器擬委托的設(shè)計(jì)單位名稱。中國(guó)境內(nèi)的設(shè)計(jì)單位須持有《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》-壓力容器分析設(shè)計(jì)（SAD資質(zhì)），且證書在有效期內(nèi)。投標(biāo)時(shí)需提供原件掃描件（原件備查）。
C. The name of design company which would be commissioned to design the bidding products shall be specified in the bidding document. Domestic design company shall provide “pressure vessel Design License”--Pressure Vessel Analysis and Design Qualification (SAD) and the license shall be within the validity period. The scanned copy of the original shall be provided during bidding (the original copy for reference).
（3）業(yè)績(jī)要求Requirement for Bidder's reference:
2013年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少2個(gè)項(xiàng)目的EO/EG裝置EO反應(yīng)器供貨業(yè)績(jī)（同一項(xiàng)目提供多個(gè)合同視為一個(gè)業(yè)績(jī)），且均滿足直徑≥6200mm技術(shù)要求。
From January 1, 2013 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 projects EO Reactor of the EO/EG Unit supply performance(providing multiple contracts for the same project is considered one performance), and meet the technical requirements of diameter ≥6200mm.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件和設(shè)計(jì)圖紙）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、裝置名稱、反應(yīng)器直徑及到貨驗(yàn)收材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix and design drawing) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, name of unit, diameter of reactor and receiving certificate of arrival of goods.
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、反應(yīng)器直徑及到貨驗(yàn)收材料的，均視為無效業(yè)績(jī)。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, diameter of reactor and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
投標(biāo)人所投產(chǎn)品的設(shè)計(jì)單位需提供至少2個(gè)項(xiàng)目EO反應(yīng)器的設(shè)計(jì)圖紙復(fù)印件或其它能有效證明設(shè)計(jì)業(yè)績(jī)的資料。
The design company of the products submitted by the bidder shall provide copies of design drawing of at least 2 projects EO Reactor or other evidences that can effectively prove the design performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from December 29, 2023 to January 08, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 5. 投標(biāo)文件遞交截止時(shí)間和方式：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2024年01月19日上午09:30（北京時(shí)間）前線上提交至中國(guó)國(guó)際招標(biāo)網(wǎng)站（http://www.chinabidding.com）。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 09:30 am (Beijing Time) on January 19, 2024. Any bid beyond the required time and date shall be subject for rejection.
