一、招標(biāo)條件Tendering Conditions
招標(biāo)人為中石油管道局巴布亞新幾內(nèi)亞成品油罐區(qū)項目部，項目資金來源已落實。本招標(biāo)項目已按要求履行了相關(guān)報批及備案等手續(xù)，具備招標(biāo)條件，現(xiàn)進(jìn)行公開招標(biāo)。
The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been /confirm/ied. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd PNG Fuel Storage Depot (Motukea) Project Department.
二、項目概況與招標(biāo)范圍 Project Overview and Tendering Scope
2.1項目概況：本項目位于巴布亞新幾內(nèi)亞莫爾茲比港莫圖凱的巴布亞新幾內(nèi)亞國際港區(qū)域內(nèi)。該項目旨在設(shè)計一個油箱庫，以解決包括航空煤油、柴油和汽油在內(nèi)的成品油供應(yīng)短缺問題；以及在巴布亞新幾內(nèi)亞建造航空煤油儲罐及其相關(guān)附屬設(shè)施。油庫的設(shè)計總?cè)莘e應(yīng)為12000 m3航空煤油、36000 m3柴油和24400 m3汽油。
The PROJECT is to design a fuel tank depot in order to address the issue of oil supply shortage, including Jet A1, diesel, and gasoline; and to construct the Jet A1 storage tanks with its associated ancillary facilities in Papua New Guinea. The tank depot shall be designed for total volume of 12,000 m3 Jet A1,and 36,000 m3 of diesel and 24,400 m3 of gasoline.

2.3 交貨期 Delivery time：
最短交貨期，但最晚交貨時間不得晚于買方下達(dá)訂單后90個日歷日。
The Tender should provide its shortest delivery time,and the latest delivery time that tendering requires shall be no later than 90 calendar days after the Buyer issue PO.
三、投標(biāo)人資格要求 Bidder qualification requirement
3.1 本次招標(biāo) 不接受 聯(lián)合體投標(biāo)。
Bids from joint venture are not accepted.
3.2 A包： 本項目的投標(biāo)人須為中國境內(nèi)依法注冊并具有獨立法人資格，為此項目的專業(yè)生產(chǎn)、制造、安裝、調(diào)試的制造廠商或集成商，對其提供的貨物和服務(wù)負(fù)全面責(zé)任。 The bidder should be a manufacturer or integrator that is legally registered within China and possesses independent legal person status., has independence in law and finance and operates legally and shall take full responsibility to the goods and service.
B 包： 本項目的投標(biāo)人須為中國境內(nèi)依法注冊并具有獨立法人資格，為此項目的專業(yè)生產(chǎn)、制造、安裝、調(diào)試的制造廠商或制造商指定的代理商（需提供制造商的授權(quán)書），對其提供的貨物和服務(wù)負(fù)全面責(zé)任。 The bidder should be a manufacturer or agent company appointed by the manufacturer that is legally registered within China and possesses independent legal person status, has independence in law and finance and operates legally and shall take full responsibility to the goods and service. 3.4 本次招標(biāo)要求投標(biāo)人須具備 ISO9001相關(guān)體系認(rèn)證、企業(yè)資質(zhì)（包括但不限于營業(yè)執(zhí)照或注冊證書等）, 其中泡沫混合撬、泡沫發(fā)生器、消防水/泡沫炮須提供FM/UL認(rèn)，具有與本招標(biāo)項目相應(yīng)的供貨能力。 Qualification requirement: The bidder should have the ISO9001 system certification, FM/UL certification（including Foam Proportioning, Foam chamber, Firewater/foam monitor,）,certification (including but not limited to business license or registration certificate, etc.) and have the supply capacity corresponding to the tender project.
3.4投標(biāo)人不接受分包。
The bidder does not accept subcontracting
3.5財務(wù)要求：
提供 3 年度（2021-2023）財務(wù)報告，經(jīng)會計師事務(wù)所或?qū)徲嫏C構(gòu)審計的財務(wù)會計報表（未完成2023年財務(wù)審計的可提供2020-2022年的財務(wù)審計報告），包括但不限于資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤表和財務(wù)情況說明書（或報表附注）的復(fù)印件。投標(biāo)人財務(wù)狀況良好（其中資產(chǎn)負(fù)債率小于100%），不存在進(jìn)入清算程序、被宣告破產(chǎn)或其他喪失履約能力的情形；成立日期晚于要求年份的，從成立年起計算。
Financial requirement: The bidder should provide financial reports for 3 years(2021-2023), including but not limited to balance sheets(If the financial audit for 2023 has not been completed, the financial audit report for 2020 to 2022 can be provided), cash flow statements, income statements and financial statements.The reports should be audited by accounting firms or institutions. The bidder should have good financial status (with a debt-to-asset ratio of less than 100%) and not be involved in liquidation procedures, declared bankrupt, or otherwise unable to fulfill contractual obligations.; If the date of establishment is later than 2020, it shall be counted from the year of establishment.
3.6 .業(yè)績要求：提供近5年類似產(chǎn)品的銷售合同和發(fā)票，至少有一項成就是在海外取得的，國外業(yè)績只提供合同。
Bidding documents shall include the Sales contract and invoice for similar products in the past 5 years. And at least 1 achievement has been made overseas. The foreign performance only provides contracts.
3.7 信譽要求（適用于中國廠家）：Credit requirements:
在國家企業(yè)信用信息公示系統(tǒng)（http://www.gsxt.gov.cn)、信用中國網(wǎng)站（www.creditchina.gov.cn）未被列入嚴(yán)重違法失信企業(yè)名單或失信被執(zhí)行人名單。
The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http://www.gsxt.gov.cn)and credit China website (www.creditchina.gov.cn)
3.8其它要求：
投標(biāo)人未被中國石油天然氣集團(tuán)有限公司/中國石油管道局工程有限公司列入黑名單、暫停投標(biāo)資格或取消投標(biāo)人資格或禁止準(zhǔn)入。
The bidder has not been suspended /disqualified the bid qualification by CN
四、招標(biāo)文件的獲取 Acquisition of Tendering documents
4.1 招標(biāo)文件每套售價200元，售后不退。招標(biāo)文件發(fā)售時間：2024年7月12 日8:00:00 至 2024年7 月 17 日23:59:59（北京時間，下同）。凡有意參加投標(biāo)者，請通過中國石油招標(biāo)投標(biāo)網(wǎng)（http://www.cnpcbidding.com)點擊“招投標(biāo)平臺”進(jìn)入“中國石油電子招投標(biāo)交易平臺”報名、購買招標(biāo)文件。
The price of bidding documents is: RMB 200, non- refundable.The time of selling bidding documents is from 8:00:00 on July 12, 2024 to 23:59:59 on July 17 2024, (Beijing time, the same below). Bidders shall click "Bidding Platform" through PetroChina Bidding Network (http://www.cnpcbidding.com) to enter the "PetroChina E-Tendering&Bidding Trading Platform" to register and purchase bidding documents.

現(xiàn)場電子版投標(biāo)文件提交：河北省廊坊市金光道44號中油管道物資裝備有限公司B104會議室。投標(biāo)人可以現(xiàn)場提交電子版投標(biāo)文件(不強制要求提交)，不接受郵寄，現(xiàn)場提交電子版投標(biāo)文件(U盤)內(nèi)容僅在需采用應(yīng)急措施進(jìn)行解密時有效。

The bidder may submit the electronic version of the bid documents on-site (not mandatory) but does not accept the post. On-site submission of electronic tender documents (USB stick) is valid only in an emergency decryption situation
不接受紙質(zhì)版投標(biāo)文件 Hard copy will not be accepted.
5.3 逾期送達(dá)的、未送達(dá)指定地點的或者不按照招標(biāo)文件要求密封的投標(biāo)文件，招標(biāo)人將予以拒收。逾期傳送至電子招標(biāo)投標(biāo)交易平臺的投標(biāo)文件，電子招標(biāo)投標(biāo)交易平臺予以拒收。
The bidding document will be rejected, if the bidding documents are deliveredare exceed the specified time, are not send to the designated place, or are not sealed in accordance with the requirements of the solicitation documents. If the bidding document did not upload to the E-tendering&bidding trading platform within the time limit, the platform will reject the bidding.
5.4 本次招標(biāo)采取網(wǎng)上電子版提交的方式，以網(wǎng)上電子版為準(zhǔn)，不接受紙質(zhì)版投標(biāo)文件。
The bidding documents shall be subject to electronic submissions online, and the paper version will not be accepted.
