1.中化建國際招標有限責任公司（以下稱為“招標代理機構”）受海洋石油工程股份有限公司（以下稱為“招標人”）委托，就海洋石油工程股份有限公司4臺印刷板式換熱器（2臺PCHE功率400kW，冷側設計壓力1.2MPa，熱側設計壓力22.5MPa；2臺PCHE功率1100kW，冷側設計壓力1.2MPa，熱側設計壓力30MPa；4臺PCHE的流道當量直徑均應≥1.5mm）采購項目所需貨物及相關服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 4 sets of PCHE of Offshore Oil Engineering Co.,Ltd(2 sets PCHE: 400kW power, cold side design pressure 1.2MPa, hot side design pressure 22.5MPa; 2 sets power 1100kW, cold side design pressure 1.2MPa, hot side design pressure 30MPa; flow channel equivalent diameter of 4 sets PCHE shall be not less than 1.5mm). by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境內貨物：中國天津市招標人指定的特種設備分公司臨港庫房
For goods within the PRC customs territory: Lingang Warehouse of Special Equipment Branch designated by the Tenderee in Tianjin, China.
境外貨物：CFR中國天津新港
For goods outside the PRC customs territory: CFR Tianjin xingang of China .
2.對投標人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
A. 投標人應為所投貨物的制造商或代理商。如果投標人是代理商，則須提供制造商有效授權書。
The bidder shall be the manufacturer or agent of bid goods. If bidder is agent, it shall provide a vilid Letter of Authority from Manufacturer.
B. 如果投標人為境內注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨立法人資格）、一般納稅人證明/稅務登記證、組織機構代碼證復印件，并加蓋公章（以上所有證明文件在年審有效期內）；
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period).
C. 如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
D. 投標人應提供貨物制造商的有效期內的ISO9001質量體系認證證書；
The bidder shall provide the certificate of ISO9001 Quality Management System Certification in the validity period of the goods manufacturer.
（2）業(yè)績要求：
Requirement for Bidder’s reference:
2010年1月1日至投標截止日，投標人所投產品應具有應用于石油石化類項目，且須滿足如下要求的PCHE貨物運行業(yè)績（運行業(yè)績時間為投入運行時間或調試驗收時間）。投標人可用1個或多個合同滿足下述所有要求：
1）具有PCHE業(yè)績設計壓力≥30MPa；
2）具有PCHE業(yè)績單臺設備熱負荷≥1100kW；
3）具有PCHE業(yè)績的貨物的長、寬均大于等于本項目所設計的產品的長、寬，技術要求。
From January 1, 2010 to the deadline for bidding, the bidder’s product shall have PCHE operating performance used in petroleum and petrochemical projects (the operating performance time is the time put into operation or complete commissioning )。 The performance shall meet the following technical requirements.The bidder can use one contract or multiple contracts to meet all the following requirements:
1) Have PCHE performance design pressure ≥ 30MPa,
2) Have PCHE performance heat load ≥1100kW,
3) Have PCHE performance whose length and width are both greater than or equal to the length and width of the product designed for this project .
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件（含相關技術附件，至少體現(xiàn)以下內容：合同首頁、簽字頁、貨物名稱、供貨數(shù)量、項目類別、設計壓力、 換熱器的型式為印刷電路板換熱器、熱負荷值、尺寸技術要求），和用戶出具的投入運行證明文件或用戶出具的調試驗收文件。用戶出具的投入運行證明文件或用戶出具的調試驗收文件應體現(xiàn)運行時間或調試驗收時間。
The bidder must submit the performance table in the prescribed format and submit relevant performance certification documents. Performance certification documents include, but are not limited to: a copy of the sales contract (including relevant technical attachments, at least reflecting the following content: contract homepage, signature page, name of goods, quantity of supply, project category, design pressure, the type of heat exchanger is printed circuit heat exchanger, heat load value, size), and the commissioning certificate issued by the user or the commissioning test acceptance document issued by the user. The commissioning certificate issued by the user or the commissioning test acceptance document issued by the user should reflect the operating time or commissioning acceptance time.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
Failure to submit performance certification documents, or the performance certification documents provided do not reflect the above information, shall be deemed as invalid performance.
3.有興趣的投標人可通過以下方式獲取招標文件：從2021年11月8日開始至2021年11月15日止，請登錄中國海洋石油總公司采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from November 8th, 2021 to November 15th, 2021. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標文件遞交截止時間和地點：所有投標文件都應附有按規(guī)定提交的投標保證金，并于2021年11月30日上午9:30（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30am (Beijing Time) on November 30th, 2021. Any bid beyond the required time and date shall be subject for rejection.
5.開標時間：2021年11月30日上午9:30（北京時間）
Bid opening time: 9:30 am (Beijing Time) on November 30th,2021.
