1.中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化有限公司（以下稱為“招標(biāo)人”）委托，就大榭石化30萬噸/年聚丙烯裝置所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
Entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "the bidder"), CNOOC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the 300 KT /A Polypropylene Plant of CNOOC Ningbo Daxie petrochemical ltd. Bidders are invited to submit sealed bids for the following goods and services:

境內(nèi)貨物：合同簽訂后32周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）
For goods within the PRC customs territory: 32 weeks after signing the contract (time for goods to arrive at the project site)
境外貨物: 合同簽訂后32周（提單發(fā)貨時(shí)間）
For goods within the PRC customs territory: 32 weeks after the contract is signed (delivery time of bill of lading)
交貨地點(diǎn)Destination of delivery：

For goods within the PRC customs territory: Project site in Daxie
境外貨物：CIF中國寧波港

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qualification of Bidder:
投標(biāo)人應(yīng)為投標(biāo)設(shè)備的制造商或代理商，代理商應(yīng)提供制造商的授權(quán)文件。
The bidder shall be the manufacturer or agent of the bidding equipment. The agent shall provide the manufacturer’s authorization certificate.
（2）業(yè)績(jī)要求：

2017年1月1日至2021年12月31日，投標(biāo)人所投的壓片機(jī)和薄膜質(zhì)量監(jiān)測(cè)儀在中國境內(nèi)石油化工行業(yè)均具有至少2項(xiàng)銷售業(yè)績(jī)（要求壓片機(jī)和薄膜質(zhì)量監(jiān)測(cè)儀各有兩項(xiàng)業(yè)績(jī)合同，同一合同內(nèi)包含兩項(xiàng)設(shè)備的各算一項(xiàng)業(yè)績(jī)，銷售業(yè)績(jī)時(shí)間為合同簽署時(shí)間；石油化工行業(yè)含石油化工企業(yè)、化工企業(yè)、煤化工企業(yè)），投標(biāo)貨物的型號(hào)與銷售業(yè)績(jī)的型號(hào)一致，如果投標(biāo)貨物的型號(hào)為升級(jí)型號(hào)，請(qǐng)?zhí)峁┱f明（銷售業(yè)績(jī)時(shí)間為合同簽署時(shí)間）。
業(yè)績(jī)證明文件包括但不限于：無價(jià)銷售合同復(fù)印件（含相關(guān)技術(shù)附件）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽訂時(shí)間、貨物名稱、型號(hào)、最終用戶名稱。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證合同簽訂時(shí)間、貨物名稱、型號(hào)、最終用戶名稱（或升級(jí)型號(hào)并提供說明），均視為無效業(yè)績(jī)。
From January 1, 2017 to December 31, 2021, The bidding ASTM Hydraulic Presses and Cast Film in China shall have at least two sales records for the petrochemical industry (Both of the ASTM Hydraulic Presses and Cast Film are required to have two sales records. the two equipments in the same contract shall be counted as one sales record for each. Linesales record time is the contract signing time. Petrochemical industry includes petrochemical enterprises, chemical enterprises and coal chemical enterprises.). The model of the bidding goods is consistent with the model of sales performance. If the model of the bidding goods is upgraded, please provide description (The sales performance time shall be the signing time of the contract).
Performance certification documents include but are not limited to: copy of priceless sales contract (including relevant technical attachments) and other supporting materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time , goods name, model,quantity and end user.. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify contract signing time , goods name, model,quantity and end user, the performance shall be deemed invalid.
3. 有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：
從2022年3月17日開始至2022年3月24日止，請(qǐng)登錄中國海洋石油集團(tuán)有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在中國國際招標(biāo)網(wǎng)（http://www.chinabidding.com/）注冊(cè)成功并通過平臺(tái)審核。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Mar 17, 2022 to Mar 24, 2022.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents.Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.
4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2022年4月7上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4層會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to Meeting Room , 4th floor, of CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on April 7, 2022. Any bid beyond the required time and date shall be subject for rejection.
5．開標(biāo)時(shí)間：定于2022年4月7日9:30時(shí)（北京時(shí)間）開標(biāo)。
Bid-opening place time: Bids will be opened at 9:30 a.m. (Beijingtime) on April 7, 2022.
6．開標(biāo)地點(diǎn): 北京市東城區(qū)東直門外小街6號(hào)海油大廈4層會(huì)議室。

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering website （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform(https://buy.cnooc.com.cn) at the same time.
