項目概況：惠州26-6油田開發(fā)項目位于香港東南部南海珠江口盆地，靠近惠州26-1油田和惠州32-5/33-1油田。水深約112m，平均氣溫23℃。HZ26-6油田周圍已有多個正在開發(fā)的油氣田，構(gòu)成惠州西江油田的生產(chǎn)設(shè)施和油氣管道。本采辦包主要包含內(nèi)容為:

★交貨計劃：
國內(nèi)產(chǎn)品交貨要求：
1)主貨物（動態(tài)立管及其附件詳見item 1 appendix B section 3.5 delivery schedule)于2024年2月1日前交貨到深圳或惠州指定地點。
2)散件(詳見 item 2-4 appendix B section 3.5)要求在中標通知書簽發(fā)后6個月內(nèi)交貨至中國境內(nèi)指定場地。
國外產(chǎn)品交貨要求：
1)主貨物（動態(tài)立管及其附件詳見item 1 appendix B section 3.5 delivery schedule)于2024年2月1日前DAP到深圳或惠州指定地點。(INCOTERMS 2020)。
2)散件(詳見item 2-4 appendix B section 3.5)要求在中標通知書簽發(fā)后6個月內(nèi)DAP至中國境內(nèi)指定場地。(INCOTERMS 2020)。
交貨日期最長可接受延長4周。如果交貨期超過要求時間4周，則視為非響應性投標而予以否決。
2.資格和業(yè)績要求：
(1) 資格要求
★ 營業(yè)執(zhí)照：如果投標人為境內(nèi)注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨立法人資格）、一般納稅人證明/稅務(wù)登記證、組織機構(gòu)代碼證復印件，或三證合一；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
★ 資格要求1：投標人必須是動態(tài)柔性立管制造商；
★ 資格要求2：投標人必須提供API17J或API17B證書
★ 資格要求3: 投標人必須提供ISO9001和ISO14001認證證書。
★ 聯(lián)合體：本次招標不允許聯(lián)合體投標。
★業(yè)績要求：2013年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少2個用于油氣輸送的海底柔性動態(tài)立管供貨業(yè)績，且均滿足內(nèi)徑8-12英寸，水深至少100m的技術(shù)要求。
2013年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少2個用于油氣輸送的海底柔性動態(tài)立管或靜態(tài)軟管供貨業(yè)績，且具備抗酸的技術(shù)要求。
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復印件（含相關(guān)技術(shù)附件）和2）到貨驗收證明文件。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、內(nèi)徑、水深、是否抗酸的技術(shù)要求及到貨驗收證明。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱、內(nèi)徑、水深、是否抗酸的技術(shù)要求及到貨驗收證明的，均視為無效業(yè)績。
3. 有興趣的合格投標人可通過以下方式獲取招標文件：

Project overview: Huizhou 26-6 Oilfield is located in Zhujiangkou Basin, South China Sea southeast of Hong Kong, near Huizhou 26-1 Oilfield and Huizhou 32-5/33-1 Oilfield. The water depth is about 112m and the temperature is 23℃ in average. A number of existed developing oil/gas fields around HZ26-6 oil field, which constitutes the production facilities and oil/gas pipelines of Huizhou Xijiang Oilfields.The main content of this procurement package is to purchase as followings:

Goods From outside PRC：
1)Main Goods (Fleixlbe riser and ancillaries, refer to item 1 appendix B section 3.5 delivery schedule) DAP Shenzhen or Huizhou designated location (Incoterms 2020) before 1st Feb 2024.

All cargoes delivery date postpone within 4 weeks is acceptable. The response form will be considered as non-material response to the tender documents and rejected if the delivery date is 4 weeks later than the basic time.
2.Requirements for Qualification and reference of Bidder:
(1) Requirements for Qualification of Bidder:
★ Business licence：If the Bidder is domestic registered company, photocopies of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate ,or three certificates in one document，shall be provided(all documents within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate
★Qualification requirement 1:Bidder must be Dynamic Flexible Riser manufacturer.
★Qualification requirement 2：The bidder must provide API17J or API17B certificates
★Qualification requirement 3：The bidder must provide ISO9001 and ISO14001 certificates.
★Joint Venture：Joint Venture is not accepted.
★Performance Requirement: From 1st Jan，2013 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least 2 product supply performance of, and all meet the technical requirements of ID8-12” subsea flexible riser (oil and gas content only) with at least 100m water depth.
From 1st Jan，2013 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least 2 product supply performance of, and all meet the technical requirements of subsea flexible riser or flowline (oil and gas content only) that have capacity to withstand sour service.
The Bidder shall provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing Contract, Name of Manufacturer, Name of Goods, Name of Project, technical requirements of ID, water depth, sour services, and Receiving certificate of arrival of goods.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, Name of Manufacturer, Name of Goods, Name of Project, technical requirements of ID, water depth, sour services, and Receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
