1.中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油寧波大榭石化有限公司（以下稱為“招標(biāo)人”）委托，就中海油寧波大榭石化有限公司160萬噸/年芳烴項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 1,600 KTA Aromatic Hydrocarbon Project of CNOOC Ningbo Daxie Petrochemical Ltd. by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對(duì)投標(biāo)人的資格、業(yè)績(jī)及證書要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
投標(biāo)人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書。
The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.
如果投標(biāo)人為境內(nèi)注冊(cè)公司，需提供有效的營(yíng)業(yè)執(zhí)照（具備獨(dú)立法人資格）復(fù)印件，并加蓋公章（以上證明文件在年審有效期內(nèi)）；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
（2）業(yè)績(jī)要求：
Requirement for Bidder reference:
投標(biāo)人所投貨物從2008年1月1日至2020年06月30日（合同簽訂時(shí)間）在中國(guó)境內(nèi)兩套乙烯裂解裝置（含芳烴裝置）中用于乙烯或丙烯壓縮機(jī)上的單個(gè)合同低壓降止回閥供貨業(yè)績(jī)≥2臺(tái)（溫度≤-30℃，其中一臺(tái)口徑≥54寸）并連續(xù)運(yùn)行至少一年業(yè)績(jī)。
From January 1st, 2008 solstice to April 30th, 2020(Contract Signing Time), the goods submitted by the bidder has been applied to the ethylene or propylene compressor with at least two sets of Olefin Cracking Unit (including Aromatic Hydrocarbon Unit) in China (the supply quantity of a single contract low drop-out check valve ≥2 sets, and the temperature ≤-30℃, and one diameter ≥54 inches). And it must have one and more consecutive years of successful operation performance.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件），和用戶蓋章的證明文件。
The bidder shall furnish the reference statement in the prescribed format and the relevant performance certification documents. It including but not limited to: Copies of the sales contract (including technical appendix), and evidentiary documents stamped by the End-user.
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽訂時(shí)間、貨物名稱（低壓降止回閥）、供貨數(shù)量、使用環(huán)境（用于乙烯或丙烯壓縮機(jī)上、溫度≤-30℃、口徑）;用戶蓋章的證明文件必須至少體現(xiàn)已成功運(yùn)行時(shí)間。
The content that the contract submitted by bidders show as follows: Contract signing time, Name of Goods (Low drop-out check valves), Quantity, usage circumstance (Applied to the ethylene or propylene compressor, the temperature ≤-30℃, and the size of these valves ). Evidentiary documents sealed by End-user shall at least demonstrate the successful operation time.
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證以上內(nèi)容的，均視為無效業(yè)績(jī)。
If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate Name of Goods, Quantity, usage circumstance, technical requirements of low pressure drop check valve, successful operation time, the relevant reference will be deemed unvalid.
（3）技術(shù)要求如下
Technical requirement are as follows
1、 ★DN300及以上軸流式止回閥的流阻系數(shù)不大于0.36。
The flow resistance coefficient of DN300 and above axial flow check valve is not more than 0.36.
2、 ★投標(biāo)人必須提供所供閥門每種規(guī)格的型式試驗(yàn)報(bào)告，滿足壓力管道元件監(jiān)檢規(guī)則。
The bidder must provide the type test report of each specification of the supplied valve to meet the supervision and inspection rules of pressure pipeline components.
3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2021年7月1日開始至2021年7月8日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在中國(guó)國(guó)際招標(biāo)網(wǎng)（http://www.chinabidding.com/）注冊(cè)成功并通過平臺(tái)審核。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from July 1, 2021 to July 8, 2021. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB2000.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.
4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：2021年 7月22日9：30時(shí)，北京市東城區(qū)東直門外小街6號(hào)海油大廈4層會(huì)議室.
Bids must be delivered to Meeting room,4th Floor, CNOOC Tower No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing for submission of bids before 9:30 a.m. (Beijing time) on July 22, 2021. Any bid beyond the required time and date shall be subject for rejection.
5．開標(biāo)時(shí)間：定于2021年7月22日9:30時(shí)（北京時(shí)間）開標(biāo)。
Bid-opening place time: Bids will be opened at 9:30 a.m (Beijing time) on July 22, 2021.
6．開標(biāo)地點(diǎn)：北京市東城區(qū)東直門外小街6號(hào)海油大廈4層會(huì)議室.
Bid-opening place: Bidding documents delivery location: Meeting room,4th Floor, CNOOC Tower No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing.
7.本次招標(biāo)公告同時(shí)在中國(guó)國(guó)際招標(biāo)網(wǎng)站（http://www.chinabidding.com）、中國(guó)采購(gòu)與招標(biāo)網(wǎng)（http://www.chinabidding.com.cn）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。
