★2.資格和業(yè)績要求：
(1) 資格要求
A．制造商通過ISO9001質(zhì)量體系認(rèn)證，并提供有效的質(zhì)量體系認(rèn)證證書；
B．投標(biāo)人應(yīng)為液壓潛液泵系統(tǒng)的成橇商和制造商，不接受代理商投標(biāo)或聯(lián)合投標(biāo)。
(2) 業(yè)績要求：
A：適用于不滿足《中國海洋石油集團(tuán)有限公司首臺(tái)（套）重大技術(shù)裝備應(yīng)用管理指導(dǎo)意見》要求的投標(biāo)人：
投標(biāo)人提供的深井液壓潛液泵系統(tǒng)必須是成熟產(chǎn)品，不接受試制產(chǎn)品。
投標(biāo)人自2000年1月1日起至投標(biāo)截止日（投入運(yùn)行時(shí)間)，提供至少2套深井液壓潛液泵系統(tǒng)在海洋環(huán)境成功運(yùn)行2年以上的業(yè)績，且滿足如下要求：
l 貨油泵:大于等于600 m3/hr, 大于等于150mlc.
l 壓載泵或排載泵:大于等于 1200 m3/hr Capacity大于等于 35mlc
相應(yīng)業(yè)績證明文件要求詳見下述業(yè)績要求①和②和③。
①銷售合同復(fù)印件（含合同封面和 簽字頁，以及和液壓潛液泵系統(tǒng)相關(guān)的技術(shù)附件）；
②用戶簽字的成功運(yùn)行證明文件。
③用戶簽發(fā)的臨時(shí)接受證書或有第三方船級(jí)社簽字的調(diào)試記錄報(bào)告。
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、使用環(huán)境（應(yīng)用于海洋環(huán)境）、技術(shù)參數(shù)/指標(biāo)、成功運(yùn)行時(shí)間。
如投標(biāo)人提供調(diào)試報(bào)告，則以明確標(biāo)明的成功運(yùn)行開始時(shí)間或以調(diào)試報(bào)告簽署時(shí)間為準(zhǔn)。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證以上內(nèi)容的，均視為無效業(yè)績。
B:適用于滿足《中國海洋石油集團(tuán)有限公司首臺(tái)（套）重大技術(shù)裝備應(yīng)用管理指導(dǎo)意見》要求的投標(biāo)人：
投標(biāo)人應(yīng)提供滿足《中國海洋石油集團(tuán)有限公司首臺(tái)（套）重大技術(shù)裝備應(yīng)用管理指導(dǎo)意見》相關(guān)要求的證明文件。支持文件包括但不限于：由中國海油組織認(rèn)證投標(biāo)人滿足流花11-1/4-1油田二次開發(fā)項(xiàng)目設(shè)備國產(chǎn)化實(shí)施方案專家審查會(huì)和國產(chǎn)化成果專家評(píng)審會(huì)會(huì)議紀(jì)要/專家審查意見等文件。
3. 有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：
從2021年9月16日開始至2021年9月24日止，在中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn/cbjyweb/）購買招標(biāo)文件（電子版）。投標(biāo)人須在線填寫購買招標(biāo)文件登記表，并在線支付標(biāo)書款至指定賬戶。在線支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元（收款人：中化建國際招標(biāo)有限責(zé)任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch,收款人賬號(hào):0200000709117000351，收款行SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dongcheng District, Beijing, ChinaPR: 100006。），售后不退。未在本系統(tǒng)領(lǐng)購招標(biāo)文件，不得參加投標(biāo)。
4. 投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2021年10月12日10:00時(shí)（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈3層308會(huì)議室。
5. 開標(biāo)時(shí)間：定于2021年10月12日10:00時(shí)（北京時(shí)間）開標(biāo)。屆時(shí)請參加投標(biāo)的代表出席開標(biāo)儀式。開標(biāo)地點(diǎn)：北京市東城區(qū)東直門外小街6號(hào)海油大廈3層308會(huì)議室。
6. 本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（www.chinabidding.com）上發(fā)布。

Project overview: Liuhua11-1/4-1 oilfields continued development project will include one 8 legs fixed jacket platform and one new built FPSO, which are located in the Pearl River Mouth Basin, South East. China Sea. The FPSO is cylinder type and multi-point moored that the water depth is about 300m.

★2. Requirements for Qualification and reference of Bidder/Manufacture:
(1) Requirements for Qualification of Bidder:
A、The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B、The bidder’s manufactory shall complete the products design, components procurement, assembly and function testing.Agent tender or joint tender is not acceptable.
(2) Requirement for Bidder’s reference:
A：Applicable to bidders who do not meet the requirements of the 《中國海洋石油集團(tuán)有限公司首臺(tái)（套）重大技術(shù)裝備應(yīng)用管理指導(dǎo)意見》:
Prototype equipment shall not be acceptable.
The bidder shall have at least 2 track record of HYDRAULIC SUBMERGE PUMPS SYSTEM（Deep well） successfully operated on marine environment for more than two years from January 1, 2000 to the bid deadline (based on running time). The track records shall include the following product in service, with the capacity shown below：
Cargo Pump:be equal or greater than 600 m3/hr； Capacity is equal or greater than 150mlc.
Ballast/De-ballast Pump: be equal or greater than 1200 m3/hr； Capacity is equal or greater than 35mlc
The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, including but not limit to : ①copies of sales contract and②Completion certificate signed by end user and③Temporary acceptance certificate issued by the user or certificate issued by third party classification society to verify its authenticity ；
The corresponding documentary evidence. Submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance (on marine environment), technical requirements.
B：Applicable to bidders who meet the requirements of the 《中國海洋石油集團(tuán)有限公司首臺(tái)（套）重大技術(shù)裝備應(yīng)用管理指導(dǎo)意見》:
The bidder shall provide supporting documents to prove that it meets the requirements of the 《中國海洋石油集團(tuán)有限公司首臺(tái)（套）重大技術(shù)裝備應(yīng)用管理指導(dǎo)意見》.Performance supporting documents includes but not limited to: the bidder should provide with related performance evidence. Performance supporting documents includes but not limited to: documents for localization implementation program expert review meeting and the localization achievement expert review meeting for LiuHua11-1/4-1 Oilfields Continued Development Project ，which organize by CNOOC.
3. All those who are willing to participate in the bids are kindly requested to: enter into website https://buy.cnooc.com.cn/cbjyweb/ to purchase the bidding documents (electronic edition) on line from September 16, 2021 to September 24, 2021 upon non-refundable payment of RMB 2,000 or USD300 for each copy. 5. Bids will be opened in the presence of bidders representatives who choose to attend at 10:00 a.m. (Beijing time) on October 12 at No.306 Meeting Room, 3rd. Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China forbid-opening.
