1.中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化有限公司（以下稱為“招標(biāo)人”）委托，就大榭石化產(chǎn)品升級(jí)改擴(kuò)建項(xiàng)目320萬噸/年催化裂解裝置所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
Entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "the bidder"), CNOOC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the 3.2 Mt/a DCC unit of Daxie petrochemical products upgrading and expansion project. Bidders are invited to submit sealed bids for the following goods and services:

規(guī)格：主風(fēng)機(jī)出口機(jī)械單向閥蝶閥（三偏心機(jī)械單向閥）尺寸DN1400、操作溫度250℃；操作壓力：正常0.341MPa(a)，最大0.361MPa(a)；介質(zhì):空氣；流量：4525Nm3/min；閥門工作位置的最大壓降小于2KPa（全開）;閥門全開至全關(guān)的全行程時(shí)間1-5秒;泄漏等級(jí)VI。
Specifications: main fan outlet mechanical check valve butterfly valve (three eccentric mechanical check valve) size DN1400, operating temperature 250℃; Operating pressure: normal 0.341mpa (a), maximum 0.361mpa (a); Medium: air; Flow rate: 4525Nm3/min; Maximum pressure drop of valve working position is less than 2KPa (fully open); The full travel time of the valve from fully open to fully closed is 1-5 seconds; Leak class VI.

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qualification of Bidder:
投標(biāo)人應(yīng)為投標(biāo)設(shè)備的制造商或集成商，集成商應(yīng)提供閥門制造商的授權(quán)文件。
The bidder shall be the manufacturer or integrator of the bidding equipment. The integrator shall provide the valve manufacturer’s authorization certificate.
（2）業(yè)績(jī)要求：
Requirement for Bidder’s reference:
投標(biāo)設(shè)備在中國境內(nèi)催化裂化裝置或催化裂解裝置至少具有2臺(tái)大于等于DN1400三偏心機(jī)械單向閥的應(yīng)用運(yùn)行業(yè)績(jī)，應(yīng)用業(yè)績(jī)必須是正常運(yùn)轉(zhuǎn)大于等于24000小時(shí)，并提供運(yùn)行證明，且運(yùn)行證明簽署日期為2010年1月1日至投標(biāo)截止日。
業(yè)績(jī)證明文件包括但不限于：無價(jià)銷售合同復(fù)印件（含相關(guān)技術(shù)附件）、用戶蓋章的運(yùn)行證明。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽訂時(shí)間、裝置名稱、貨物名稱、尺寸、數(shù)量和正常運(yùn)轉(zhuǎn)時(shí)間。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證合同簽訂時(shí)間、裝置名稱、貨物名稱、尺寸、數(shù)量和正常運(yùn)轉(zhuǎn)時(shí)間，均視為無效業(yè)績(jī)。
The bidding equipment in catalytic cracking unit or catalytic cracking unit in China shall have application performance of at least two sets of DN1400 three eccentric mechanical check valve. Application performance must be 24000 hours or more of normal operation. Operation certificate signed from January 1, 2010 to the bidding deadline should be provided.
Performance certification documents include but are not limited to: copy of priceless sales contract (including relevant technical attachments), operation certificate with user’s stamp. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, device name, goods name, dimension, quantity and normal operation time, and the bidder shall also explain the continuous uninterrupted operation time of the check valve. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the signing time of the contract, name of the device, name of the goods,dimension, quantity and normal operation time, the performance shall be deemed invalid.
3. 有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：
從 2021年11月4日開始至2021年11月11日止，請(qǐng)登錄中國海洋石油集團(tuán)有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在中國國際招標(biāo)網(wǎng)（http://www.chinabidding.com/）注冊(cè)成功并通過平臺(tái)審核。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Nov.4, 2021 to Nov.11, 2021.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents.Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.
4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2021年11月25上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈一層大堂。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the first floor of CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on Nov.25, 2021. Any bid beyond the required time and date shall be subject for rejection.
5．開標(biāo)時(shí)間：定于2021年11月25日9:30時(shí)（北京時(shí)間）開標(biāo)。
