1.中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油石化工程有限公司（以下稱為“招標(biāo)人”）委托，就中海油石化工程有限公司江蘇濱海液化天然氣（LNG）一期擴(kuò)建工程接收站項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

For goods within the PRC customs territory：within 40 weeks after signing the contract (arrival date to the jobsite).
境外貨物: 合同簽訂后35周（提單發(fā)貨時(shí)間）
For goods outside the PRC customs territory: within 35 weeks after signing the contract (departure date on the Bill of Lading).

2.對(duì)投標(biāo)人的資格、業(yè)績(jī)及證書(shū)要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
投標(biāo)人應(yīng)為投標(biāo)所報(bào)貨物的制造商或者是授權(quán)代理商。如果投標(biāo)人是授權(quán)代理商，必須滿足以下全部條件：
1）制造商的銷售方式為銷售代理或分銷制；或者制造商在特定區(qū)域、行業(yè)有獨(dú)家或指定的代理。投標(biāo)人應(yīng)在投標(biāo)文件中提供相應(yīng)的證明文件。
2）代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書(shū)。
The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met:
1） The manufacturer_EpSingleQuotes_s sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region or industry field. The Bidder shall provide corresponding supporting documents in the bidding document.
2） The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).
如果投標(biāo)人為境內(nèi)注冊(cè)公司，需提供有效的營(yíng)業(yè)執(zhí)照（具備獨(dú)立法人資格）復(fù)印件，并加蓋公章（以上證明文件在年審有效期內(nèi)）；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
投標(biāo)人應(yīng)提供貨物制造商的有效期內(nèi)的質(zhì)量體系認(rèn)證證書(shū)。
The bidder shall provide the certificate of Quality Management System Certification in the validity period of the goods manufacturer.
（2）業(yè)績(jī)要求：
Requirement for Bidder_EpSingleQuotes_s reference:
2012年1月1日至投標(biāo)截止日，投標(biāo)人所投產(chǎn)品應(yīng)在中國(guó)境內(nèi)具有LNG接收站項(xiàng)目低溫軸流式止回閥的運(yùn)行1年及以上的業(yè)績(jī)（運(yùn)行業(yè)績(jī)開(kāi)始時(shí)間為投入運(yùn)行時(shí)間或調(diào)試驗(yàn)收時(shí)間），至少1個(gè)業(yè)績(jī)合同中含有10寸及以上低溫軸流式止回閥數(shù)量不少于5臺(tái)套，且所有業(yè)績(jī)中至少含有1臺(tái)14寸及以上且磅級(jí)不小于900磅的低溫軸流式止回閥。
From January 1, 2012 to the deadline for bidding, the products submitted by the bidder shall have the performance of the LNG receiving station project in China for one year or more (the start time of the operation performance is the time of putting into operation or the time of commissioning and acceptance). The number of low-temperature axial-flow check valves of 10 inches and above is not less than 5 sets (sets) for at least one contract, and at least one set of of low-temperature axial-flow check valves of 14 inches and above is not less than 900 pounds in all performances.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件【含相關(guān)技術(shù)附件，至少體現(xiàn)以下內(nèi)容：合同首頁(yè)、簽字頁(yè)、貨物名稱（低溫軸流式止回閥）、供貨數(shù)量、項(xiàng)目類別（LNG接收站項(xiàng)目）、閥門(mén)尺寸及磅級(jí)】和用戶出具的投入運(yùn)行證明文件或用戶出具的調(diào)試驗(yàn)收文件。用戶出具的投入運(yùn)行證明文件或用戶出具的調(diào)試驗(yàn)收文件應(yīng)體現(xiàn)運(yùn)行時(shí)間或調(diào)試驗(yàn)收時(shí)間，且投標(biāo)人提供“該項(xiàng)業(yè)績(jī)已運(yùn)行1年及以上”的承諾函。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無(wú)效業(yè)績(jī)。
Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: a copy of the sales contract [including relevant technical attachments, at least reflecting the following contents: contract homepage, signature page, name of goods (low temperature axial flow check valve), supply quantity, project category (LNG receiving station project), valve size and scale] and the commissioning certificate issued by the user or the commissioning acceptance document issued by the user. The commissioning certificate issued by the user or the commissioning acceptance document issued by the user shall reflect the running time or the commissioning acceptance time, and the bidder shall provide a letter of commitment that "the performance has been in operation for 1 year or more". Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance.
（3）技術(shù)要求如下
Technical requirement are as follows
1）★產(chǎn)地要求Origin requirements
閥門(mén)原產(chǎn)地應(yīng)為制造商注冊(cè)地所在國(guó)，閥門(mén)生產(chǎn)應(yīng)為非分廠生產(chǎn)。買方絕對(duì)不允許供貨商貼牌代工，如為進(jìn)口產(chǎn)品，交貨時(shí)須提供原產(chǎn)地商會(huì)證明文件。
The origin of the valve should be the country where the manufacturer is registered, and the valve production should be non-branch production. The buyer absolutely does not allow the supplier to OEM, if it is an imported product, it must provide the certificate of the chamber of commerce of the origin when it is delivered.
2）★閥門(mén)要求Valve Requirements
閥門(mén)尺寸、壓力等級(jí)、連接形式、材質(zhì)應(yīng)滿足閥門(mén)數(shù)據(jù)表中的要求。供貨時(shí)投標(biāo)人應(yīng)為每臺(tái)止回閥提供材質(zhì)證明。
Valve size, pressure class, connection form, and material should meet the requirements in the valve data sheet. The bidder shall provide material certificate for each check valve when supplying.
3）★低溫測(cè)試low temperature test
①低溫測(cè)試的取樣比例是按照結(jié)構(gòu)、壓力等級(jí)和口徑相同的閥門(mén)數(shù)量的20%（不少于一個(gè)）進(jìn)行測(cè)試。如果存在試驗(yàn)結(jié)果不合格，低溫測(cè)試取樣比例提高到50%；如仍有不合格試樣，低溫測(cè)試取樣比例提高到100%。業(yè)主只承擔(dān)20%低溫測(cè)試比例費(fèi)用（即首次測(cè)試20%閥門(mén)取樣比例的費(fèi)用），多余費(fèi)用由賣方承擔(dān)。低溫測(cè)試程序文件必須作為技術(shù)協(xié)議附件。試驗(yàn)要求和達(dá)標(biāo)標(biāo)準(zhǔn)詳見(jiàn)低溫閥門(mén)檢驗(yàn)規(guī)定。
The sampling ratio of the low temperature test is 20% (not less than one) of the number of valves with the same structure, pressure level and caliber. If there are unqualified test results, the sampling ratio of low temperature test is increased to 50%; if there are still unqualified samples, the sampling ratio of low temperature test is increased to 100%. The owner only bears the cost of 20% of the low temperature test proportion (that is, the cost of 20% of the valve sampling proportion for the first test), and the excess cost shall be borne by the seller. The low temperature test procedure document must be attached to the technical agreement. For test requirements and compliance standards, please refer to the low temperature valve inspection regulations.
②閥門(mén)賣方應(yīng)自主擁有低溫測(cè)試設(shè)施及相關(guān)證明，投標(biāo)時(shí)提供以往LNG接收站項(xiàng)目中同類型產(chǎn)品的測(cè)試報(bào)告，供買方審核。
The valve seller shall have its own low-temperature testing facilities and relevant certificates, and provide the test report of the same type of products in the previous LNG terminal project for the buyer_EpSingleQuotes_s review when bidding.
3. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2022年4月19日開(kāi)始至2022年4月26日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from April 19, 2022 to April 26, 2022. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2022年5月10日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門(mén)外小街6號(hào)海油大廈四層會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on May 10, 2022. Any bid beyond the required time and date shall be subject for rejection.
5．開(kāi)標(biāo)時(shí)間：定于2022年5月10日9:30時(shí)（北京時(shí)間）開(kāi)標(biāo)。
Bid-opening place time: Bids will be opened at 9:30 a.m (Beijing time) on May 10, 2022.
