CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. 2.對(duì)投標(biāo)人的資格、業(yè)績(jī)及證書要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
投標(biāo)人應(yīng)為投標(biāo)所報(bào)貨物的制造商或者是授權(quán)代理商。如果投標(biāo)人是授權(quán)代理商，必須滿足以下全部條件：
1）制造商的銷售方式為銷售代理或分銷制；或者制造商在特定區(qū)域、行業(yè)有獨(dú)家或指定的代理。投標(biāo)人應(yīng)在投標(biāo)文件中提供相應(yīng)的證明文件。
2）代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書。
The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met:
1） The manufacturer_EpSingleQuotes_s sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region or industry field. The Bidder shall provide corresponding supporting documents in the bidding document.
2） The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid.
如果投標(biāo)人為境內(nèi)注冊(cè)公司，需提供有效的營(yíng)業(yè)執(zhí)照（具備獨(dú)立法人資格）復(fù)印件，并加蓋公章（以上證明文件在年審有效期內(nèi)）；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
投標(biāo)人應(yīng)提供貨物制造商有效期內(nèi)的ISO 9001（GB/T19001）質(zhì)量體系認(rèn)證證書。
The bidder shall provide the certificate of ISO 9001（GB/T19001） Quality Management System Certification in the validity period of the goods manufacturer.
（2）業(yè)績(jī)要求：
Requirement for Bidder’s reference:
2012年1月1日至投標(biāo)截止日，投標(biāo)人所投產(chǎn)品應(yīng)在中國(guó)境內(nèi)具有LNG接收站項(xiàng)目低溫閥門合同到貨業(yè)績(jī)（業(yè)績(jī)時(shí)間為合同簽署時(shí)間）。業(yè)績(jī)中至少包括如下內(nèi)容：其中，①至少1個(gè)業(yè)績(jī)合同中4寸及以上低溫旋啟式止回閥供貨總數(shù)量不少于20臺(tái)；②所有業(yè)績(jī)中至少含有1臺(tái)10寸及以上且磅級(jí)不小于900磅的低溫旋啟式止回閥；③所有業(yè)績(jī)中至少含1臺(tái)2寸及以上磅級(jí)不小于1500磅的低溫截止閥。
From January 1, 2012 to the deadline for bidding, the products submitted by the bidders should have the delivery performance of the cryogenic valve contract for the LNG receiving station project in China (the performance time is the time when the contract is signed). The performance includes at least the following: Among them, ① at least one performance contract with a total supply of 4-inch and above low-temperature swing check valves is not less than 20 sets; ② all performances include at least one 10-inch and above and Low-temperature swing check valve with a pound class of not less than 900 pounds; ③ At least one low-temperature globe valve of 2 inches and above with a pound class of not less than 1500 pounds is included in all performances.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件同時(shí)具有以下2種：
1） 無價(jià)銷售合同影印件（含相關(guān)技術(shù)附件）和
2） 用戶出具的投入運(yùn)行證明文件或用戶出具的調(diào)試驗(yàn)收文件。
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、項(xiàng)目名稱（LNG接收站項(xiàng)目）、貨物名稱（低溫旋啟式止回閥、低溫截止閥）、供貨數(shù)量和規(guī)格型號(hào)（口徑及磅級(jí)）、用戶出具的投入運(yùn)行證明文件或用戶出具的調(diào)試驗(yàn)收文件。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績(jī)。本次投標(biāo)的產(chǎn)品型號(hào)、品牌必須與上述成功應(yīng)用業(yè)績(jī)的產(chǎn)品一致。
Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. The performance certification documents have the following two types at the same time:
1) Photocopy of priceless sales contract (including relevant technical accessories) and
2) The commissioning certificate issued by the user or the commissioning acceptance document issued by the user.
The performance certificate submitted by the bidder must at least reflect the following contents: contract signing time, project name (LNG receiving terminal project), cargo name (Cryogenic swing check valve and cryogenic globe valve), supply quantity and specifications ( caliber and pound scale), the commissioning certificate issued by the user or the commissioning acceptance document issued by the user. Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance. The product model and brand of this bid must be consistent with the above-mentioned products with successful application performance.
（3）技術(shù)要求如下
Technical requirement are as follows
1）★投標(biāo)時(shí)，投標(biāo)人應(yīng)提供閥門制造商以下三類有效認(rèn)證證書復(fù)印件，若三類認(rèn)證證書包含產(chǎn)品的類型、口徑、溫度和壓力等級(jí)其中的一種或幾種參數(shù)，則其證書中的相應(yīng)參數(shù)須覆蓋本次招標(biāo)的產(chǎn)品對(duì)應(yīng)最高參數(shù)要求。所有證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績(jī)的制造商、此次投標(biāo)貨物的制造商一致。
When bidding，the bidder shall provide copies of the three type certifications of the manufacturer when bidding, if the three type certifications include one or several parameter of valve type, size, temperature and pressure, the corresponding parameter shall cover the corresponding valve’s highest parameter in the bidding documents. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods:
A 壓力設(shè)備認(rèn)證證書：制造商應(yīng)具有中國(guó)國(guó)家質(zhì)監(jiān)局頒發(fā)的特種設(shè)備制造許可證（A2(2)級(jí)）、特種設(shè)備型式試驗(yàn)證書和壓力設(shè)備(PED)認(rèn)證證書中的至少一種；
Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision(Certificate level for cryogenic valves A2(2)),Certificate for Type Test of Specific Equipment and certificate for pressure equipment（PED）.
B 防火認(rèn)證證書：制造商應(yīng)具有API607或API6FA或ISO10497防火證書，認(rèn)證機(jī)構(gòu)應(yīng)為L(zhǎng)loyd's、BV或DNV等；
Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc.
C 低泄漏認(rèn)證證書：截止閥必須具備可靠的外密封性能，應(yīng)至少達(dá)到TA-LUFT或ISO 15848-1的要求，并提供相關(guān)測(cè)試的TA-LUFT證書或ISO 15848 PART 1的認(rèn)證。
Leakage certification：Globe valve shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUF certification or ISO 15848 PART 1.
2)★產(chǎn)地要求Origin requirements
閥門原產(chǎn)地應(yīng)為制造商注冊(cè)地所在國(guó)，閥門生產(chǎn)應(yīng)為非分廠生產(chǎn)。買方絕對(duì)不允許供貨商貼牌代工，如為進(jìn)口產(chǎn)品，交貨時(shí)須提供原產(chǎn)地商會(huì)證明文件。
The origin of the valve should be the country where the manufacturer is registered, and the valve production should be non-branch production. The buyer absolutely does not allow the supplier to OEM, if it is an imported product, it must provide the certificate of the chamber of commerce of the origin when it is delivered.
3）★閥門要求Valve Requirements
閥門尺寸、壓力等級(jí)、連接形式、材質(zhì)應(yīng)滿足閥門數(shù)據(jù)表中的要求。供貨時(shí)投標(biāo)人應(yīng)為每臺(tái)閥門提供材質(zhì)證明。
Valve size, pressure class, connection form, and material should meet the requirements in the valve data sheet. The bidder shall provide material certificate for each valve when supplying.
4）★低溫測(cè)試low temperature test
①低溫測(cè)試的取樣比例是按照結(jié)構(gòu)、壓力等級(jí)和口徑相同的閥門數(shù)量8寸以下20%，8寸及以上10%，并不少于一臺(tái)進(jìn)行測(cè)試。如果存在試驗(yàn)結(jié)果不合格，低溫測(cè)試取樣比例提高到50%；如仍有不合格試樣，低溫測(cè)試取樣比例提高到100%。業(yè)主只承擔(dān)首次測(cè)試閥門取樣比例的費(fèi)用（即8寸以下20%，8寸及以上10%），多余費(fèi)用由賣方承擔(dān)。低溫測(cè)試程序文件必須作為技術(shù)協(xié)議附件。試驗(yàn)要求和達(dá)標(biāo)標(biāo)準(zhǔn)詳見低溫閥門檢驗(yàn)規(guī)定。
The sampling ratio of the low-temperature test is 20% of the number of valves with the same structure, pressure level and caliber below 8 inches, 10% of 8 inches and above, and no less than one valve. If there are unqualified test results, the sampling ratio of low temperature test is increased to 50%; if there are still unqualified samples, the sampling ratio of low temperature test is increased to 100%. The owner only bears the cost of the sampling ratio of the first test valve (ie 20% below 8 inches, 10% above 8 inches), and the excess cost shall be borne by the seller. The low temperature test procedure document must be attached to the technical agreement. For test requirements and compliance standards, please refer to the cryogenic valve inspection regulations.
②閥門制造商應(yīng)自主擁有低溫測(cè)試設(shè)施及相關(guān)證明，投標(biāo)時(shí)提供以往LNG接收站項(xiàng)目中同類型產(chǎn)品的測(cè)試報(bào)告。
The valve manufacturer shall have its own low-temperature test facilities and relevant certificates, and provide the test report of the same type of products in the previous LNG terminal project when bidding.
3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2022年7月1日開始至2022年7月8日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from July 1, 2022 to July 8, 2022. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2022年7月22日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈四層會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30am (Beijing Time) on July 22, 2022. Any bid beyond the required time and date shall be subject for rejection.
