1．中化建國際招標有限責任公司（以下簡稱“招標機構”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司委托，邀請合格投標人就寧波終端改擴建二期項目的下列全新貨物和有關服務進行國際公開招標，現(xiàn)邀請投標人對下列貨物和服務提交密封投標：

中華人民共和國關境外提供的貨物：中標通知書發(fā)出之日起9個月到達中國寧波港;
中華人民共和國關境內(nèi)提供的貨物：中標通知書發(fā)出之日起9個月到達浙江省寧波市北侖區(qū)春曉鎮(zhèn)。
主要技術參數(shù)：進氣壓力5.5Mpa（最大）、溫度范圍7-280℃，用于天然氣脫水單元。
2．資格要求：
1）是否允許代理商投標：允許
2）國內(nèi)投標人應提供有效的營業(yè)執(zhí)照、組織機構代碼證、稅務登記證或在有效期內(nèi)的三證合一營業(yè)執(zhí)照，國外投標人應提供有效的獨立法人證明。
3）財務要求：投標人需提供近三年（2018-2020）審計機構出具的財務審計報告及經(jīng)審計財務報表（包括資產(chǎn)負債表、利潤表及現(xiàn)金流量表）。
4)業(yè)績1：所供軌道球閥的生產(chǎn)制造工廠在2012年1月1日至投標截止日期間（以合同簽訂日期為準），應具有至少1項天然氣分子篩脫水裝置的軌道球閥成功投產(chǎn)運行的應用業(yè)績。
5）業(yè)績2：所供軌道球閥的生產(chǎn)制造工廠在2012年1月1日至投標截止日期間（以合同簽訂日期為準），應具有至少1套（10英寸和class600及以上）成功投產(chǎn)運行的應用業(yè)績。
6）證明文件包括但不限于下述業(yè)績要求①和②。①合同簽署類證明，如銷售合同復印件（含合同封面和簽字頁，以及相關的關鍵頁）；②產(chǎn)品運行類證明文件，如用戶出具的驗收或成功運行證明文件（有用戶簽字或蓋章），或有第三方機構簽字的產(chǎn)品調(diào)試證明文件；投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、技術參數(shù)/指標等。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)以上內(nèi)容的，均視為無效業(yè)績。
7）如果投標人提供的業(yè)績1包含業(yè)績2，則不必提供業(yè)績2。
8）投標人所提供的軌道球閥應為制造商的標準產(chǎn)品，新試制產(chǎn)品不予接受。投標人須向買方提供新的未使用過的設備。
9）投標人在投標時應提供生產(chǎn)工廠的軌道球閥在有效期內(nèi)的ISO 15848-1 CO3認證和SIL 3安全完整性等級認證。
10)本次采辦軌道球閥（含附屬設備）應適用于海洋環(huán)境下，投標人應安排進行第三方檢驗，并承諾從COOOSO授權的認證機構之一（CCS、ABS、DNV和BV）獲得閥門整體的最終檢驗證書。

4．投標文件遞交截止時間和地點：所有投標文件都應附有按規(guī)定提交的投標保證金并于2022年7月29日10:00時（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4層第七會議室，在此時間后收到的投標文件恕不接受。

1.CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment for Ningbo TERMINAL RECONSTRUCTION& EXPANSION(phase II ):

Delivery Schedule: For goods offered from outside PRC customs territory: arrived at Ningbo Port, Zhejiang, P.R.China within 9 month from the date of the issuance of the Notification of Award ; For goods offered from within PRC customs territory: arrived at CNOOC (Zhoushan) Energy Logistics Co., Ltd: (Address: Chunxiao Town, Beilun District, Ningbo Zhejiang Province P.R. China) within 9 months from the issuance of the Notification of Award.
Main technical parameters: intake pressure 5.5Mpa (maximum), temperature range 7-280℃, used for natural gas dehydration unit.
2. Bidder Qualification requirements:
1）Whether agent bidding is allowed: yes
2) Other documentary evidence of the Bidder’s qualifications required in the bidding document:
Domestic bidder shall provide valid business license, Organization Code Certificate and tax registration certificate,or a Business License of Three Certificates in On within the validity period.
Foreign bidder shall provide valid independent legal entity certificate.
3) Bidder shall submit recent three years’(2018-2020) audited financial report issued by auditing agency, including balance sheets, cash flow statement, profitstatement.
4) Performance 1: The manufacturing plant of the track ball valve shall have the successful application performance of at least one track ball valve of the natural gas molecular sieve dehydration device during the period from 1 January 2012 to the bidding deadline (subject to the contract signing date).
5) Performance 2: The manufacturing plant of the supplied track ball valve shall have at least one set (10 inches and class600 and above) in successful operation during the bidding deadline of 1 January 2012 (subject to the contract signing date).
6)The supporting documents include, but are not limited to, the following performance requirements for ① and ②.① contract signing certificate, such as copies of sales contract (including contract cover and signature page, and relevant key pages); ② product operation documents, such as acceptance or successful operation documents issued by the user (or product commissioning documents signed by a third party; performance documents submitted by the bidder must at least reflect the following contents of goods name, supply quantity, technical parameters / indicators, etc.If the performance certification documents are not submitted, or the performance certification documents provided fail to reflect the above contents, they shall be deemed to be invalid performance.
7）If the performance 1 provided by the bidder includes performance 2, it is not necessary to provide performance 2.
8) The Molecular Sieve Valves of the manufacturer provided by the Bidder shall have ISO 15848-1 CO3 certification and SIL 3 safety integrity level certification within the validity period.
9) The procurement of molecular sieve valve (including auxiliary equipment) shall be applicable in the Marine environment. The Bidder shall undertake the third party inspection and obtain the final inspection certificate of the valves from one of the certification bodies authorized by COOOSO (CCS，ABS, DNV and BV ).
