1.中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化有限公司（以下稱為“招標(biāo)人”）委托，就大榭石化煉化一體化項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Refining and Chemical Integration Project of CNOOC Ningbo Daxie Petrochemical LTD by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對投標(biāo)人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求:
Requirements for Qulification of Bidder:
A、投標(biāo)人應(yīng)為投標(biāo)產(chǎn)品的制造商或授權(quán)代理商,代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該產(chǎn)品的正式授權(quán)書。
The bidder shall be the manufacturer of the bidding products or authorized agent,the agent shall provide the Letter of Authority from manufacturer to agree to provide the products in this Bid.
B、閥門制造商必須通過質(zhì)量管理體系認(rèn)證（ISO 9001或GB/T19001證書），提供證書復(fù)印件，且證書在有效期內(nèi)。
The valve manufacturer must be certified by the quality management system (ISO 9001 or GB/T19001 certificate) and provide a copy of the certificate,the certificate shall be valid.
C、閥門規(guī)格書中對于SIL 等級有要求的閥門及相關(guān)附件必須滿足SIL 等級要求，投標(biāo)人應(yīng)提供閥門及相關(guān)附件的SIL 認(rèn)證書或報(bào)告。
The valves and related accessories required for SIL level in the valve specification must meet the SIL level requirements. The bidder shall provide the SIL certificate or report of the valve and related accessories.
D、特種設(shè)備證書：
Special Equipment Certificate:
境內(nèi)制造廠須提供壓力管道元件制造許可（TS認(rèn)證），且證書在有效期內(nèi)，證書批準(zhǔn)范圍涵蓋本次招標(biāo)的壓力管道閥門范圍。
Domestic manufacture shall provide pressure piping component Manufacture License of Special Equipment released by the national authority agency of China (TS certificate), and the certificate shall be valid.The scope of certificate approval covers the scope of penstock valves in this bidding.
境外制造廠須提供壓力管道元件型式試驗(yàn)報(bào)告或證書，報(bào)告或證書應(yīng)覆蓋本次招標(biāo)的壓力管道閥門范圍。并承諾在2024年1月31日前取得《中華人民共和國特種設(shè)備生產(chǎn)許可證》。
Foreign manufacture shall provide the pressure piping component Type Test Report or Certification released by the national authority agency of China,The certificate or report shall cover the scope of penstock valves in this bidding.It is necessary to promise to obtain the Special Equipment Production License of the People_EpSingleQuotes_s Republic of China before January 31, 2024.
（2）業(yè)績要求：
Requirement for Bidder’s reference:
2010年1月1日至投標(biāo)截止日（合同簽署時(shí)間），投標(biāo)人所投產(chǎn)品應(yīng)具有不少于2個(gè)合同應(yīng)用于蠟油加氫、加氫裂化或同類高壓加氫裝置氣動(dòng)或電動(dòng)平行雙閘板閘閥的供貨業(yè)績，且滿足如下要求：
A、每個(gè)合同中的閥門數(shù)量不少于3臺；
B、每個(gè)合同中至少包含1臺壓力等級不小于Class2500的氣動(dòng)平行雙閘板閘閥；
C、2個(gè)合同中至少包含1臺Class2500、溫度250℃、公稱通徑12”及以上的氣動(dòng)平行雙閘板閘閥；
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件，至少體現(xiàn)以下內(nèi)容：合同首頁、簽署時(shí)間、貨物名稱（氣動(dòng)或電動(dòng)平行雙閘板閘閥）、裝置名稱（蠟油加氫、加氫裂化或同類高壓加氫裝置）、供貨數(shù)量、口徑、壓力等級、溫度）和到貨接收證明文件。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
From January 1, 2010 to the tender closing date, the bidding products shall have at least 2 contracts delivery performance to the pneumatic or electric parallel double gate valves of wax oil hydrogenation, hydrocracking or similar high-pressure hydrogenation units, and meet the following requirements:
A. The number of valves in each contract shall not be less than 3;
B. Each contract shall include at least one pneumatic parallel double gate valve with pressure rating not less than class2500;
C. The two contracts include at least one pneumatic parallel double gate valve with class2500, temperature of 250 ℃, nominal diameter of 12 "and above;
The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: copies of sales contract (including relevant technical attachments, at least showing the following contents: contract home page, signature page, name of goods, name of device, quantity of supply, caliber, pressure grade, temperature) and proof of arrival.
If the performance certification documents are not submitted, or the performance certification documents provided do not reflect the above information, the performance shall be regarded as invalid.
3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2022年7月12日開始至2022年7月19日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for Bid for purchasing Bidding document from July 12, 2022 to July 19, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2022年8月4日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈四層會議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on August 4 2022. Any bid beyond the required time and date shall be subject for rejection.
