2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求:
Requirements for Qulification of Bidder:
A、投標(biāo)人應(yīng)為投標(biāo)所報(bào)貨物的制造商或者是授權(quán)代理商,代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書(shū)。
The bidder shall be the manufacturer of the bidded goods or authorized agent,the agent shall provide the Letter of Authority from manufacturer to agree to provide the goods in this Bid.
B、閥門(mén)制造商必須通過(guò)質(zhì)量管理體系認(rèn)證（ISO 9001或GB/T19001證書(shū)），提供證書(shū)復(fù)印件，且證書(shū)在有效期內(nèi)。
The valve manufacturer must be certified by the quality management system (ISO 9001 or GB/T19001 certificate) and provide a copy of the certificate,the certificate shall be valid.
C、特種設(shè)備證書(shū)：
Special Equipment Certificate:
境內(nèi)閥門(mén)廠商提供壓力管道元件制造許可（TS認(rèn)證），且證書(shū)在有效期內(nèi)，證書(shū)批準(zhǔn)范圍涵蓋本次招標(biāo)的壓力管道閥門(mén)范圍。
Domestic manufacture shall provide pressure piping component Manufacture License of Special Equipment released by the national authority agency of China (TS certificate), and the certificate shall be valid.The scope of certificate approval covers the scope of penstock valves in this bidding.
境外閥門(mén)廠商應(yīng)提供壓力管道元件型式試驗(yàn)報(bào)告或證書(shū)，報(bào)告或證書(shū)應(yīng)覆蓋本次招標(biāo)的壓力管道閥門(mén)范圍。
Foreign manufacture shall provide the pressure piping component Type Test Report or Certification released by the national authority agency of China,The certificate or report shall cover the scope of penstock valves in this bidding.
（2）業(yè)績(jī)要求：
Requirement for Bidder_EpSingleQuotes_s reference:
2010年1月1日至投標(biāo)截止日（簽約時(shí)間），投標(biāo)人所投的可調(diào)CV調(diào)節(jié)閥應(yīng)具有不少于2個(gè)應(yīng)用于連續(xù)重整裝置反再單元項(xiàng)目的供貨業(yè)績(jī)（要求2個(gè)項(xiàng)目業(yè)績(jī)，同一項(xiàng)目提供多個(gè)合同視為一個(gè)業(yè)績(jī)）。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷(xiāo)售合同復(fù)印件（含相關(guān)技術(shù)附件，至少體現(xiàn)以下內(nèi)容：合同首頁(yè)、簽字頁(yè)、簽約時(shí)間、貨物名稱（可調(diào)CV調(diào)節(jié)閥）、項(xiàng)目類(lèi)別（連續(xù)重整裝置反再單元））和到貨接收證明文件。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件未體現(xiàn)上述信息的，均視為無(wú)效業(yè)績(jī)。
From January 1, 2010 to the tender closing date（the signing time）, The bidding CV control valve shall have at least 2 contracts supply performance of CCR reaction regeneration unit(Requires 2 project performances,providing multiple contracts for the same project as one performance).
The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: copies of sales contracts (including relevant technical attachments, including at least the following contents: contract home page,signature page,the signing time,name of goods(CV control valve),project category(CCR reaction regeneration unit)and the arrival of the goods receiving documents.
If the performance certification documents are not submitted, or the performance certification documents provided do not reflect the above information, the performance shall be regarded as invalid.
3.有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2022年9月28日開(kāi)始至2022年10月9日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。購(gòu)買(mǎi)過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。如未在系統(tǒng)中購(gòu)買(mǎi)招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for Bid for purchasing Bidding document from September 28, 2022 to October 9, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2022年10月21日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門(mén)外小街6號(hào)海油大廈四層會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on October 21,2022. Any bid beyond the required time and date shall be subject for rejection.
