1．中化建國際招標有限責任公司（以下簡稱“招標機構(gòu)”）受中海油能源發(fā)展股份有限公司委托，邀請合格投標人就陸豐12-3油田FPSO項目的下列全新貨物和有關(guān)服務(wù)進行國際公開招標，現(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：

項目概況：陸豐12-3油田FPSO項目需配備一套閥門遙控系統(tǒng)和液位遙測系統(tǒng)，用于本項目船艙遠程閥門控制和液位測量，主要包括雷達液位計、壓電式液位計、閥門、液壓驅(qū)動、電磁閥箱和液壓站。

FPSO船體的施工現(xiàn)場確定后，公司將書面通知投標人。

交貨期：

中華人民共和國關(guān)境外提供的貨物：供應(yīng)商應(yīng)在中標通知書發(fā)出后30周內(nèi)從所在地主要港口裝運貨物。

中華人民共和國關(guān)境內(nèi)提供的貨物：在中標通知書發(fā)出后30周內(nèi)到達招標人指定地點。

2．資格要求：

1) 資質(zhì)要求：

A. 關(guān)境內(nèi)投標人應(yīng)提供有效的營業(yè)執(zhí)照、組織機構(gòu)代碼證、稅務(wù)登記證或三證合一營業(yè)執(zhí)照等。關(guān)境外投標人應(yīng)提供有效的獨立法人證明。以證明投標人具有獨立法人資格。

B. 代理商要求：如果投標人是代理商，則投標人應(yīng)獲得貨物制造商的正式授權(quán)以及證明其在本次投標中唯一提供該貨物的正式授權(quán)書；代理商應(yīng)獲得制造商簽字蓋章的保證，承諾制造商將承擔貨物的質(zhì)量責任,包括設(shè)計、制造、生產(chǎn)和完成調(diào)試。

C. 閥門遙控系統(tǒng)和液位遙測系統(tǒng)可在海上環(huán)境下運行，投標人應(yīng)自費安排檢驗，并從COOOSO授權(quán)的ABS認證機構(gòu)獲得整套設(shè)備的最終證書。本FPSO入ABS和CCS雙船級，閥門遙控系統(tǒng)和液位遙測系統(tǒng)應(yīng)通過ABS認證，在交貨時船級社頒發(fā)的證書應(yīng)一起提供給招標人。

2) 業(yè)績要求：

投標人提供的閥門遙控系統(tǒng)和液位遙測系統(tǒng)應(yīng)為成熟產(chǎn)品，不接受新試制產(chǎn)品。自2002年1月1日起至投標截止日（合同簽署時間），投標人應(yīng)至少分別具有兩套在FPSO或類似浮式裝置上的閥門遙控系統(tǒng)（包括閥門、閥門執(zhí)行器等主要部件）和液位遙測系統(tǒng)成功應(yīng)用業(yè)績。

投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含合同封面和簽字頁，閥門遙控系統(tǒng)和液位遙測系統(tǒng)相關(guān)的技術(shù)附件）和用戶簽字的成功運行證明文件或用戶簽發(fā)的臨時接受證書或第三方船級社簽字的調(diào)試記錄報告。

 

3.有興趣的合格投標人可通過以下方式獲取招標文件：從2021年8月24日開始至2021年8月31日止，請登錄中國海洋石油集團有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。本招標文件每套售價為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中領(lǐng)購招標文件，不可參加投標。另外，本次招標公告同時在機電產(chǎn)品招標投標電子交易平臺（www.chinabidding.com）上發(fā)布，投標人還需要在機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com/）注冊成功并通過平臺審核。

 

4．投標文件遞交截止時間和地點：所有投標文件都應(yīng)附有按規(guī)定提交的投標保證金并于2021年9月14日10:00時（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈一樓大廳，在此時間后收到的投標文件恕不接受。

 

5.開標時間：定于2021年9月14日10:00時（北京時間）開標。開標地點：北京市東城區(qū)東直門外小街6號海油大廈4層會議室。

 

6．本次招標公告同時在機電產(chǎn)品招標投標電子交易平臺（www.chinabidding.com）上發(fā)布。

 

7.投標人在投標前需在機電產(chǎn)品招標投標電子交易平臺上完成注冊。評標結(jié)果將在機電產(chǎn)品招標投標電子交易平臺公示。

1.CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Energy Technology & Services Ltd (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment for LUFENG12-3 OILFIELD FPSO PROJECT:

 Project Summary：One set of The Valve Remote Control and Level Remote Gauging System shall installed on the LF12-3 FPSO for control remote valves and measurement tanks liquid level, mainly including radar type level transmitter, pressure type level transmitter，valve，valve actuator，solenoid valve and hydraulic station.

Place of delivery：

For goods offered from outside PRC customs territory:CIF main Port of China，such as Dalian, Qingdao, Yantai, Shanghai and Nantong.

For goods offered from within PRC customs territory:Arrive at the place designated by the bid inviting party (candidate place: Dalian, Qingdao, Yantai, Shanghai and Nantong) .

After the construction site of the FPSO HULL is /confirm/ied, Company will inform the Bidder in writing.

Delivery schedule：

For goods offered from outside PRC customs territory:The supplier shall ship the goods from the main port within 30 weeks after the issuance of the letter of acceptance.

For goods offered from within PRC customs territory:Arrive at the place within 30 weeks after the issuance of the letter of acceptance.

 

2. Bidder Qualification requirements: 

 1) Qualification requirement:

A.The bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.

B.Agent requirements: If the Remote Control Valve System and Level Remote Gauging System offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding. The Agent must obtain Authorization Letter, as well as letter of guarantee of the seawater lift pumps manufacturer with signature and stamp to commit the manufacture will undertake responsibility for quality of the seawater lift pumps, include design, manufacture, production and successful commissioning.

C.Remote Control Valve System and Level Remote Gauging System sets can run in the offshore environment, and the SUPPLIER shall at his own cost arrange inspection and obtain final certificate of the package from the ABS certifying agency authorized by COOOSO. The FPSO is ABS and CCS double class. Remote Control Valve System and Level Remote Gauging System sets shall be certified by ABS. The effective type certificate and product certificate issued by the certifying / classifying agency shall be provided to the purchaser at the time of delivery.

2) Performance requirements:

The Valve Remote Control and Level Remote Gauging System sets shall be the standard(mature) product of the SUPPLIER, and prototype equipment shall not be acceptable . From January 1, 2010 to the deadline of bidding(Contract Award Date), the Bidder shall respectively have two or more sets of Valve Remote Control System(including valve, valve actuator and main components) and Level Remote Gauging System project performance, and have successfully operated on FPSO or similar floating facilities. 

The bidder shall submit the performance table in the prescribed format and relevant performance supporting documents. Performance certification documents include but are not limited to: copy of sales contract (including contract cover and signature page, description page of supply scope / scope of work and technical accessories related to crude oil main engine and auxiliary equipment, main technical parameters page, etc., with the original for reference), certificate of successful operation signed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party classification society. Performance without supporting materials is invalid performance.

3. All those who are willing to participate in the bids are kindly requested to :enter into website http://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) on line from August 24, 2021 to August 31, 2021 upon non-refundable payment of RMB2000 or USD300 for each copy. First login must be registered(free of charge), after successful registration, you can buy the bidding documents. The purchase process must be fully online, and offline remittance will not be accepted. After successful payment of the bid fee, the bidder can download the bidding documents by himself.
